Amends the Unified Code of Corrections. Provides that for a person to be adjudged a habitual criminal, the first offense must have been committed when the person was 21 years of age or older. Provides that when a defendant, over the age of 21 years, is convicted of a Class 1 or Class 2 forcible felony (rather than felony), after having twice been convicted in any state or federal court of an offense that contains the same elements as an offense now (the date the Class 1 or Class 2 forcible felony (rather than felony) was committed) classified in Illinois as a Class 2 or greater Class forcible felony (rather than felony) and those charges are separately brought and tried and arise out of different series of acts, that defendant shall be sentenced as a Class X offender. Provides that a period of probation, a term of periodic imprisonment or conditional discharge may be imposed for a person convicted of residential burglary. Provides that a period of probation, a term of periodic imprisonment or conditional discharge may not be imposed for controlled substance trafficking or delivery in certain specified places of more than 5 grams of a substance containing heroin, cocaine, fentanyl, or an analog thereof (rather than any manufacture, delivery, or possession with intent to manufacture or deliver these quantities of substances or 3 or more grams with respect to heroin or an analog thereof).

Amends the Freedom of Information Act. Provides that law enforcement records relating to a juvenile victim or defendant remain permanently exempt from inspection and copying. Provides that all other records shall be made available for inspection and copying after a period of 5 years from the date the record is created, unless the record is otherwise exempt from inspection and copying under another provision of the Act. Exempts from disclosure information or materials that the disclosure of which would violate a Supreme Court Rule. Effective immediately.
Amends the Local Records Act. Makes a technical change in a Section concerning the local records advisor.

Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the Office of the Comptroller. Provides that the Treasurer shall (i) maintain the State's central fiscal accounts and order payments into and out of the funds held by him or her, (ii) be responsible for the safekeeping and investment of monies and securities deposited with him or her, and for their disbursement upon his or her order, and (iii) have the duties and powers that may be prescribed by law. No Comptroller shall be elected in 2018 and thereafter. Effective otherwise upon conclusion of the terms of the Comptroller and the Treasurer elected in 2014 or 2016.
Amends the County Jail Good Behavior Allowance Act. Provides that if a lawsuit is filed by a person confined in a county jail, whether serving a term of imprisonment or confined pending trial or sentencing, against the sheriff or county, or against any of their officers or employees, and the court makes a specific finding that a pleading, motion, or other paper filed by the prisoner is frivolous, the warden may revoke up to 180 days of good behavior allowance under the Act. Provides that if the person has not accumulated 180 days of good behavior allowance at the time of the finding, then the warden may revoke all of the good behavior allowance accumulated by the prisoner. Defines "frivolous" and "lawsuit".
Proposes to amend the Revenue Article of the Illinois Constitution. Removes a provision that provides that a tax on income shall be measured at a non-graduated rate. Provides that, for any income tax imposed upon corporations, the rate shall not exceed the weighted average rate imposed on individuals by more than a ratio of 8 to 5. Effective upon being declared adopted.
Amends the Cannabis Control Act. Makes a technical change in a Section concerning the short title.
