Amends the Criminal Code of 1961. Provides that it is unlawful for any person to store or leave, within premises under his or her control, a firearm if the person knows or has reason to believe that a minor under the age of 18 (rather than 14) years who does not have a Firearm Owners Identification Card is likely to gain access to the firearm without the lawful permission of the minor's parent, guardian, or person having charge of the minor unless the firearm is secured. Eliminates the provision that the person who stores or leaves the firearm is criminally liable only if the minor causes death or great bodily harm with the firearm. Provides that if the minor causes death or great bodily harm with the unlawfully stored firearm, the penalty is a Class A misdemeanor (rather than a Class C misdemeanor). Eliminates the provision that the firearm may be placed in some location that a reasonable person would believe would be secure from a minor. Provides that if the firearm is placed in a securely locked box or container, it must be unloaded and disassembled.

Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning method of arrest.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning construction of the Code.
Amends the Illinois Act on the Aging. Provides that beginning January 1, 2007, the Department shall pay an additional $1.33 per hour of chore/housekeeping and homemaker service performed by a chore/housekeeping and homemaker service provider vendor to all vendors who certify that they will offer health insurance to all qualifying employees, and their dependents. Requires the amount of funding, for years after 2007, to be adjusted by the amount of which the medical component of the Consumer Price Index exceeds such component for the previous calendar year. Defines a qualifying employee as an employee that provides over 100 hours of chore/housekeeping and homemaker services per month for 3 consecutive months. Requires that chore/housekeeping and homemaker service provider vendors must certify that 50% of their workforce is eligible for coverage as a qualifying employee. Provides that the Department must set minimum standards for a qualifying health plan by rule. Sets forth that provider vendors who fail to offer coverage to all qualifying employees shall be subject to penalties up to and including the requirement to return all moneys paid under this paragraph by the State as prescribed by Department rule.
Amends the Property Tax Code. In a Section concerning the Senior Citizens Homestead Exemption, provides that in all counties (now, in counties with less than 3,000,000 inhabitants), the county board may by resolution provide that if a person has been granted a homestead exemption under this Section, the person qualifying need not reapply for the exemption.
Amends the Code of Civil Procedure. Deletes language allowing civilian personnel to serve process in counties with a population of less than 1,000,000. Provides that process may be served in any county without special appointment by a person who is licensed or registered as a private detective under the Private Detective, Private Alarm, Private Security, and Locksmith Act of 2004 or by a registered employee of a private detective agency certified under that Act (instead of just in counties with a population of less than 1,000,000).
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section concerning the short title.
Amends the Illinois Marriage and Dissolution of Marriage Act. Makes a technical change in a Section concerning child support.
Amends the Illinois Clinical Laboratory and Blood Bank Act. Provides that the director of a clinical laboratory licensed in this State shall provide that when the laboratory tests a specimen to determine the serum creatinine level for a patient age 18 or older, as ordered or prescribed by a health care professional authorized to make such an order or prescription, the laboratory shall also calculate the patient's glomerular filtration rate. Provides that when ordering or prescribing such an order or prescription, the health care professional must provide the patient's age, gender, and race. Provides that the laboratory shall include the patient's glomerular filtration rate with its report to the health care professional. Provides that these provisions do not apply to clinical trials and research.
Amends the School Code. Beginning with the 2006-2007 school year, lowers the compulsory school age from 7 years to 5 years; makes a related change. Beginning with the 2006-2007 school year, requires all school districts to establish kindergarten for the instruction of children who are 5 years of age or older.
