UNCLAIMED PROP-WILL DEPOSIT

Amends the Uniform Disposition of Unclaimed Property Act. Provides that an attorney (or an attorney's representative or guardian) who certifies that he or she has been unable to locate a testator after a diligent search may deposit the testator's will with the State Treasurer. Requires the State Treasurer to: index, store, and perform other duties with respect to deposited wills; deliver the will to the testator or a designee or to a person specified in a court order; deliver the will to a court upon being notified of the death of the testator; and respond to inquiries regarding the will under specified circumstances. Contains provisions regarding fees, destruction of wills, immunity, and other matters.

PEN CD-SURS-PORTABLE BENEFIT

Amends the State Universities Article of the Illinois Pension Code. In provisions concerning retirement and survivor benefits under the portable benefit package, makes various technical changes, including referring to the optional benefit choices as optional forms of payment. Effective immediately.

JUV CT-MINORS-COUNSEL

Amends the Juvenile Court Act of 1987. Provides that a minor under 17 (rather than under 13) years of age at the time of the commission of an act that if committed by an adult would be a homicide or criminal sexual assault, aggravated criminal sexual assault, predatory criminal sexual assault of a child, criminal sexual abuse, or aggravated criminal sexual abuse must be represented by counsel during the entire custodial interrogation of the minor. Eliminates the limitation that the representation by counsel is only required in a proceeding under the Delinquent Minors Article of the Act.

CHIP-MASTECTOMY

Amends the Comprehensive Health Insurance Plan Act. Adds a provision requiring that the Plan provide coverage for mammograms and prosthetic devices or reconstructive surgery incident to a mastectomy, Pap tests, prostate-specific antigen tests, colorectal cancer examination and screening, and contraceptives as required under certain Sections of the Illinois Insurance Code. Provides that any expense or charge for routine physical examinations or tests related to certain covered benefits are not excluded from coverage under the Plan. Deletes a provision excluding any expense or charge for oral contraceptives used for birth control or any other temporary birth control measures from coverage under the Plan.

SCH CD-LOWER COMPULSORY AGE

Amends the School Code. Beginning with the 2007-2008 school year, lowers the compulsory school age from 7 years to 5 years; makes a related change. Beginning with the 2007-2008 school year, requires all school districts to establish kindergarten for the instruction of children who are 5 years of age or older. Adds any child attending a non-profit or for-profit child care center that provides kindergarten where children are taught the branches of education taught to children of corresponding age and grade in the public schools and where the instruction of the child in the branches of education is in the English language to the list of children who are not required to attend the public schools. Beginning with the 2007-2008 school year, provides for an exception to the compulsory school age provision for any child who has not reached the age of 7 years by September 1 and whose parent or guardian notifies the school district or school that he or she does not wish the child to attend school until the following school year because the child, in the opinion of the parent or guardian, is not mentally, physically, or emotionally prepared to attend school. Provides that in such cases, the child's attendance may be delayed for one school year. Effective immediately.
