Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the office of Lieutenant Governor. Eliminates the Office of the Comptroller. Provides that the Treasurer shall (i) maintain the State's central fiscal accounts and order payments into and out of the funds held by him or her, (ii) be responsible for the safekeeping and investment of monies and securities deposited with him or her, and for their disbursement upon his or her order, and (iii) have the duties and powers that may be prescribed by law. Begins with the terms of office otherwise commencing in 2015. Effective upon being declared adopted.

Amends the Juvenile Court Act of 1987. Provides that an oral, written, or sign language statement of a minor who, at the time of the commission of the offense was under the age of 17 years, made as a result of a custodial interrogation conducted at a police station or other place of detention shall be presumed to be inadmissible as evidence against the minor in any criminal proceeding, for an act that if committed by an adult would be homicide or would be driving under the influence that was the proximate cause of death of another person unless the minor was allowed to consult with and have access to counsel throughout the entire custodial interrogation.
Amends the Illinois Governmental Ethics Act. Makes a technical change in a Section concerning the short title.
Amends the Juvenile Court Act of 1987. Eliminates the provision that the State's Attorney may object to a court order of continuance under supervision. Provides that at the successful completion of probation of a first time offender only, a minor may move to vacate a finding of delinquency. Provides that unless good cause is shown, such motion to vacate must be filed within 30 days of the entry of the order terminating probation or discharging the minor. Establishes conditions and factors under which a court may vacate a finding of delinquency. Provides that once a motion to vacate a finding of delinquency has been granted, the case shall be treated as if it never occurred and, the person may not be required to disclose that he or she had a juvenile record. Provides that the amendatory Act shall govern all motions pending at the time of its effective date. Effective immediately.
Amends the Credit Agreements Act. Makes a technical change in a Section concerning a creditor's liability.
Amends the Compensation Review Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Procurement Code. Makes a technical change in a Section concerning State policy.
Amends the State Finance Act. Makes a technical change in a Section concerning the short title.
