Amends the General Assembly Organization Act. Makes a technical change in a Section concerning the deposit of books, bills, documents, and papers with the Secretary of State.

Amends the Illinois Municipal Code. Provides that the corporate authorities of each municipality may require a defendant to complete an education program for each ordinance violation committed. Amends the Illinois Vehicle Code. Provides that a vehicle owner may have to complete a traffic education program for a violation of the Illinois Vehicle Code or a local ordinance recorded by an automated traffic law enforcement system. In a provision authorizing municipalities to provide for a system of administrative adjudication for violations of parking, standing, compliance, and automated traffic laws, provides that the administrative system shall have the authority to adjudicate any civil offense carrying a fine not in excess of $250 or "requiring the completion of a traffic education program, or both". Provides that the notice of a parking, standing, compliance, or automated traffic law violation shall specify any requirement to complete a traffic education program. Specifies other notice requirements. In a provision pertaining to vehicle immobilization, adds that a vehicle shall be eligible for immobilization when the registered owner of the vehicle has failed to complete a specific number of traffic education programs as determined by ordinance. Effective immediately.
Amends the Chicago Police Article of the Illinois Pension Code. Provides a 3% annual increase in surviving spouse annuities. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Criminal Code of 1961 and the Unified Code of Corrections. Creates the offense of unlawful possession of a firearm by a street gang member. Provides that a person commits the offense if he or she (1) possesses, carries, or conceals on or about his or her person a firearm and firearm ammunition while on any street, road, alley, gangway, sidewalk, or any other lands, except when inside his or her own abode or inside his or her fixed place of business, and has not been issued a currently valid Firearm Owner's Identification Card and is a member of a street gang; or (2) possesses or carries in any vehicle a firearm and firearm ammunition which are both immediately accessible at the time of the offense while on any street, road, alley, or any other lands, except when inside his or her own abode or garage, and has not been issued a currently valid Firearm Owner's Identification Card and is a member of a street gang. Provides that unlawful possession of a firearm by a street gang member is a Class 2 felony for which the person, if sentenced to a term of imprisonment, shall be sentenced to no less than 3 years and no more than 10 years. Provides that a period of probation, a term of periodic imprisonment or conditional discharge shall not be imposed for the offense of unlawful possession of a firearm by a street gang member when the firearm was loaded or contained firearm ammunition and the court shall sentence the offender to not less than the minimum term of imprisonment authorized for the Class 2 felony. Effective immediately.
Amends the Chicago Teacher Article of the Pension Code. Provides that salary received on or after July 1, 2009 for overtime, summer school, and other optional service shall be included in the calculation of salary for pension purposes. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Medical Practice Act of 1987. Makes a technical change in a Section concerning exclusive State powers or functions.
Amends the State Employees Group Insurance Act of 1971. Provides that eligibility to participate in the program of health benefits for community college benefit recipients and community college dependent beneficiaries shall be determined by the appropriate community college and the determination will be provided to the State Universities Retirement System (was, determined by the State Universities Retirement System). Provides that nothing in provisions concerning the program of health benefits for community college benefit recipients and community college dependent beneficiaries and contribution to the Community College Health Insurance Security Fund establishes a duty on the part of the State Universities Retirement System to certify, verify, audit, or otherwise ensure the appropriateness or adequacy of the information received from the community colleges. Amends the Illinois Pension Code. Requires that all pension funds and retirement systems established under the Code be administered in a manner required to satisfy the applicable qualification requirements for a qualified governmental plan, as provided by the U.S. Internal Revenue Code. Specifies that provisions concerning approval of travel or educational missions do not apply to expenses necessarily incurred in the State of Illinois for attending board or board committee meetings or for carrying out duties as a trustee of the retirement system, pension fund, or investment board. Makes changes concerning an annual report to the Governor identifying economic opportunity investments made by pension funds. Makes changes concerning the appointment and election of trustees of the Board of Trustees of the State Universities Retirement System. Effective immediately.
Amends the Drug Paraphernalia Control Act. Provides that "drug paraphernalia" includes individual tobacco wrappers, known as blunt wraps, whether in the form of a single tobacco leaf, sheet or tube, that typically consists of reconstituted tobacco leaf or flavored tobacco leaf; Provides that "blunt wrap" does not include a tobacco leaf wrap that is used in the manufacturing of a cigar with a pre-tax retail price of $3 or more. Effective immediately.
