Amends the Charitable Games Act. Defines "house-backed game" and "player-backed game". Provides that certain bond requirements do not apply to player-backed games. Provides that the limit on the number of charitable games events that may be held in any one premises per calendar year do not apply to charitable games events held at a municipal building. Removes language limiting the management or operation of the games to no more than 4 charitable games events during a calendar year. Provides that a municipality may provide the same premises for conducting charitable games nights every Friday, Saturday, and Sunday (rather than for conducting 16 charitable games nights during a 12-month period). Makes other changes related to restrictions on the conduct of charitable games.

Amends the Secretary of State Merit Employment Code. Authorizes (rather than requires) the Secretary of State to grant a leave of absence, without pay, to any person who holds a position in the Office of the Secretary of State and is elected to public office. Authorizes the public official's leave of absence from the Office of the Secretary of State to continue for so long as the person remains an elected official or for a period of 4 years, whichever is shorter (rather than for so long as the person remains an elected official). Authorizes (rather than requires) reinstatement upon request. Requires reinstatement to be requested within 30 days after the public official terminates his or her leave of absence. Effective immediately.
Amends the Illinois Vehicle Code. Adds the Chicago Fire and the Chicago Red Stars to the list of teams available for professional sports teams license plates.
Creates the Water Rate Protection Act. Contains only a short title provision.
Amends the School Code. In provisions concerning the debt limitations of school districts, allows Berwyn South School District 100 to issue bonds with an aggregate principal amount not to exceed $51,500,000 if, among other conditions, the voters of the district approve a proposition for the bond issuance at an election held on or after March 18, 2014 and the school board determines that the improvement of the sites of, the building and equipping of additions to, and the altering, repairing, and equipping of existing buildings is required as a result of the size, age, and condition of existing school buildings. Provides that the debt incurred on the bonds and on any bonds issued to refund or continue to refund such bonds shall not be considered indebtedness for purposes of any statutory debt limitation and that the bonds and any bonds issued to refund or continue to refund such bonds must mature within not to exceed 30 years from their date. Effective immediately.
Amends the Illinois Act on the Aging. Makes technical changes in a Section concerning the short title.
Creates the No Representation Without Population Act. Provides that the Illinois Department of Corrections shall collect and maintain an electronic record of the legal residence, outside of the facility, and other demographic data, for any person entering its custody after January 1, 2014. Provides that the record shall contain, at a minimum, the last known complete street address prior to incarceration, the person's race, whether the person is of Hispanic or Latino origin, and whether the person is age 18 or older. Contains provisions concerning reports, federal facilities, the Data Collection and Reporting Advisory Council, and State and federal aid. Requires the Secretary of State to prepare redistricting population data to reflect incarcerated persons at their residential address. Provides that this data shall be the basis of the Legislative and Representative Districts created under the Illinois Constitution and all local governement districts that are based on population. Contains a severability clause.
Amends the Financial Reporting Standards Board Act. Makes a technical change in a Section concerning the short title.
Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the office of Lieutenant Governor, beginning with the term of office otherwise commencing in 2019. Effective upon being declared adopted.
Amends the Illinois Insurance Code. Deletes language that provides that moneys in the Insurance Financial Regulation Fund may be transferred to the Professions Indirect Cost Fund, as authorized under the Department of Professional Regulation Law of the Civil Administrative Code of Illinois.
