Amends the Illinois Insurance Code. Sets forth provisions requiring an individual or group policy of accident and health insurance amended, delivered, issued, or renewed in this State on or after January 1, 2028 to provide coverage for up to a 12-month supply of prescription hormone therapy, and the necessary supplies for self-administration, that is prescribed by a network provider within the provider's scope of practice and dispensed at one time for an enrollee by a provider or pharmacist, or at a location licensed or otherwise authorized to dispense drugs or supplies. Amends the Pharmacy Practice Act. Provides that, notwithstanding any other provision of law, a dispensing provider or pharmacist shall dispense, at a patient's request, up to a 12-month supply of a prescription hormone therapy and the necessary supplies for self-administration pursuant to a valid prescription that specifies an initial quantity followed by periodic refills, except as specified. Amends the State Employees Group Insurance Act of 1971 and the Illinois Public Aid Code to require coverage under the provisions of those Acts.

Amends various Acts relating to the governance of public universities in Illinois to make changes concerning in-state tuition to remove a condition concerning attending high school or a community college while residing in this State and not having established residency outside of this State before enrolling in the public university. Amends the Public Community College Act to change specified conditions under which the board of trustees of a community college district is required to deem an individual an Illinois resident. Effective immediately.

Amends the Department of Human Services Act. Requires the Department of Human Services to design, implement, and maintain a statewide program to provide voluntary short-term universal newborn home visiting services to all Illinois families with newborn infants for the purpose of promoting the physical, mental, and social well-being of newborn infants and their parents or caregivers. Requires the Department to: (i) consider recommendations from the Early Childhood Comprehensive Systems grant report when adopting rules to implement the universal newborn home visiting program; and (ii) consult, coordinate, and collaborate with specified stakeholders when designing the universal newborn home visiting program. Contains provisions concerning grant awards for the establishment or expansion of local universal newborn home visiting programs; criteria for the selection of eligible service models; program requirements; program data collection and reporting; and other matters. Effective July 1, 2027.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a grocery store that offers a digital coupon to consumers shall make available a corresponding paper coupon of equal value. Provides that the paper coupons shall be easily accessible at the service desk and may also be placed in other locations around the store. Provides that a grocery store that violates the requirement commits an unlawful practice within the meaning of the Act.

Creates the Reproductive Health Records Privacy Act. Requires health information exchanges to implement policies and technical capabilities by July 1, 2027, to segregate medical information related to abortion care, restrict access by out-of-state entities, and limit disclosure. Amends the Motor Vehicle Franchise Act. Provides that it shall be deemed a violation for a manufacturer, a distributor, a wholesaler, or other specified entity to distribute new motor vehicles directly to consumers or to circumvent franchise distribution obligations under the Act. Provides that it shall be deemed a violation for any manufacturer with an established franchise dealer network in the State to engage in the sale, lease, or servicing of new motor vehicles in a manner that bypasses or competes with the manufacturer's existing franchisee network. Makes conforming and other changes. Defines terms.

Amends the Preventing Sexual Violence in Higher Education Act. Makes changes concerning definitions. Requires a higher education institution's comprehensive policy to include sexual harassment. Provides that a confidential advisor is separate from a complaint advisor, unless a complainant chooses to have the confidential advisor also serve as the complaint advisor. Makes changes to the complaint resolution procedure, including the timeline of the complaint resolution procedure, protective measures and accommodations, the distribution of evidence that includes a private or intentionally digitally altered sexual image, the direct questioning of either party, support persons for survivors and respondents, and the notice of appeal. Provides that violations of the Act are actionable in civil court. Sets forth the relief a prevailing survivor is entitled to. Amends the Code of Civil Procedure to make changes concerning confidential advisors. Makes other changes. Effective July 1, 2027.

Amends the Property Tax Code. Provides that a county, as trustee, may elect to acquire or sell tax delinquent property. Provides that the owner of property who sustains loss or damage by reason of the issuance of a deed at a tax deed auction shall have the right to recover surplus equity which was lost in the property through an award of indemnity. Provides that, in counties with 3,000,000 or more inhabitants, the period of redemption is 3 years from the date of sale.

Creates the Transportation Network Driver Labor Relations Act. Defines "transportation network driver" as an individual who operates a motor vehicle that: (i) is owned, leased, or otherwise authorized for use by the individual; (ii) is not a taxicab or for-hire public passenger vehicle; (iii) is used to provide transportation network company services; and (iv) operates under the license of a transportation network company. Provides that transportation network drivers have the right of self-organization, to form, join, or assist transportation network driver organizations, and to bargain collectively. Sets forth provisions concerning unfair work practices; the prevention of unfair work practices; the designation of bargaining representatives; administrative fees; bargaining, impasse resolution procedures, and final determinations by the Department of Labor; applicability of other labor standards; rulemaking; and public records. Amends the Freedom of Information Act and the Labor Dispute Act to make conforming changes. Effective immediately.
