Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% to 25% of the amount of the federal tax credit.

Creates the Economic Development Act. Contains only a short title provision.
Amends the Environmental Protection Act. Provides that the owner or operator of certain emissions sources generating electricity in this State through coal combustion must meet a mercury emissions standard equal to or less than 0.6 pounds of mercury per TBtu, or equal to a 90% reduction of mercury from the measured inlet conditions for the affected source, whichever rate is more readily achievable by the affected source, as determined by the owner or operator of the affected source. Provides that if the owner or operator of these emissions sources are unable to comply with this mercury reduction standard through existing control technology the owner or operator may apply to the Agency for an alternative emissions limit for the emissions source. Sets forth provisions for establishing the alternative emissions limit. Provides that upon the establishment of the alternative emissions limit for an affected source, the Agency shall incorporate the alternative emissions limit into the CAAPP permit for the affected emissions source. Provides that an owner or operator complying with the provisions for obtaining an alternative emissions limit shall not be in violation of the mercury emissions standard so long as that owner or operator operates and maintains the affected source in a manner consistent with good air pollution control practices for the minimization of mercury emissions and until the owner or operator obtains the alternative emissions limit for the affected source from the Agency. Sets forth certain test methods to be used to demonstrate compliance with the mercury emission rate requirement. Requires the owner or operator of an affected emissions source to report to the Agency the results of the required tests. Provides for Agency review of the mercury standards adopted. Authorizes the Agency to adopt rules as necessary for the implementation of these mercury emission standards.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning managed care.
Amends the Franchise Disclosure Act of 1987. Makes a technical change in a Section concerning the creation of the Franchise Advisory Board.
Creates the Displaced Building Service Workers Protection Act. Provides protections to building service employees who are regularly assigned to a covered building on a full or part-time basis for at least 25 working days immediately preceding a transition in employment and who perform work in connection with the care or maintenance of an existing building. Provides that a successor employer shall retain for a transition employment period of 25 working days at the affected site the building service employees of the terminated building service contractor and its subcontractors, or other covered employer, employed at the site covered by the terminated building service contract or owned or operated by the former covered employer. Provides that, at the end of the 25 working day transition period, the successor employer shall perform written performance evaluations and offer continued employment to all covered building service employees who receive satisfactory ratings. Excludes from coverage employees who earn more than $25 per hour, work less than 6 hours per week, or serve in a managerial, supervisory, or confidential capacity. Sets forth exemptions. Provides that the contractor may require employees to submit to a criminal background check. Effective immediately.
Appropriates $1,500,000 from the General Revenue Fund to the Capital Development Board for a grant to the Town of Cicero for costs related to the highest and best use plan for Sportsmans Park and a comprehensive master plan to be developed. Effective July 1, 2006.

Amends the Illinois Pre-Need Cemetery Sales Act. Makes a technical change in a Section concerning engaging in pre-need sales without a license.
