Amends the Charter Schools Law. Provides that the Chicago school district may enter into an agreement with a provider to establish and operate a compact school in the district. Provides that no more than 5 compact schools may operate at any one time in the district. Provides that the compact school shall have all of the powers and duties that a charter school has, unless otherwise specified. Sets forth requirements for the compact school, including requiring all teachers of the compact school to belong to an exclusive bargaining agent that represents teachers in the Chicago school district. Provides that under the agreement to establish and operate a compact school, the provider must enter into a 5-year contract with the exclusive bargaining agent that sets forth what provisions of the district's collective bargaining agreement will be waived by the teachers of the compact school. Effective July 1, 2006.

Amends the Illinois Solid Waste Management Act. Makes a technical change in a Section concerning the short title.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department's contractual powers.
Creates the Illinois Labor Relations Act. Applies to employees other than: employees who are subject to the National Labor Relations Act or the Railway Labor Act; employees who are managerial employees, confidential employees, or supervisors; and employees of employers to whom the Act does not apply (and provides that the Act does not apply to State officers and agencies, units of local government, school districts, and other public entities). Provides that the State Panel of the Illinois Labor Relations Board shall administer and enforce the Act. Prohibits specified unfair labor practices. Provides that an employer and the exclusive representative of a unit of employees to whom the Act applies have the duty to bargain collectively. Provides for: dues deduction and fair share fees; unfair labor practice procedures; elections to determine exclusive representatives; disputes; enforcement (including administrative actions and actions in the circuit court and appellate court); rulemaking; enforcement of contracts; and other matters.
Applauds and encourages the vision and initiative of Mayor Michael O'Connor of Berwyn in calling for a region-wide dialogue on the benefits and drawbacks of school district reorganization.
Amends the Abused and Neglected Child Reporting Act. Adds members of a school board, the Chicago Board of Education, or the governing body of a private school as mandated reporters. Provides that any person who knowingly and willfully violates any mandated-reporter provision of the Act other than a second or subsequent violation of transmitting a false report is guilty of a Class 4 felony (instead of a Class A misdemeanor) for a first violation and a Class 3 (instead of Class 4) felony for a second or subsequent violation. Effective immediately.

Amends the Film Production Services Tax Credit Act. Provides that the Act is repealed on January 1, 2008 (now, January 1, 2007). Effective immediately.
Amends the Business Corporation Act of 1983. Makes a technical change in a Section concerning franchise taxes payable by domestic corporations.
Amends the Public Utilities Act. Repeals provisions requiring the Illinois Commerce Commission: (i) to collect information relating to the acquisition or sale of emission allowances under federal law from each public utility and each affiliated interest of a public utility owning an electric generating station; and (ii) to adopt rules concerning the policies and procedures to be utilized in evaluating and deciding any requests for the recovery and allocation of reasonable and prudent costs incurred in the construction of generation or production facilities that have been cancelled. Deletes a provision prohibiting the Commission from requiring or implementing any system or means for the dispatch or brokering of power from a central location unless and until such action is recommended, after notice and a hearing, by a majority of the entire Commission and expressly authorized by the General Assembly upon consideration of the Commission's recommendation. Effective immediately.
