Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning tourism.

Amends the Public Community College Act. Requires the Illinois Community College Board to establish and administer a We Want to Learn English Initiative to provide resources for immigrants and refugees in this State to learn English in order to move towards becoming full members of American society. Provides that each fiscal year, the Board shall include in its budget proposal $25,000,000 in funding for the Initiative. Provides that no less than half of the funds appropriated for the Initiative each fiscal year shall be disbursed to community-based, not-for-profit organizations, immigrant social service organizations, faith-based organizations, and on-site job training programs. Effective immediately.
Amends the Grain Code. Makes a technical change in a Section concerning the purpose of the Code.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that no person shall sell a gift certificate that is subject to an expiration date or a fee. Provides that the face value of a gift certificate may not be reduced in value and the holder of a gift certificate may not be penalized in any way for non-use or untimely redemption of the gift certificate. Deletes language requiring that a gift certificate subject to a fee or expiration date contain a statement clearly and conspicuously printed on the gift certificate stating the expiration date or whether there is a fee. Makes other changes.

Appropriates $45,000,000 to the Capital Development Board for a grant to the Chicago public schools to construct the Joseph P. Burke junior high school. Effective July 1, 2006.
Creates the Cell Phone Recycling Act. Requires that every retailer selling cell phones in this State must have a system in place for the acceptance and collection of used cell phones for reuse, recycling, or proper disposal. Provides that these collection systems must at a minimum provide for: (i) the retailer to take-back, at no cost to the consumer, any used cell phone that the retailer sold to the consumer, (ii) the retailer to take-back any used cell phone from a consumer who is purchasing a new cell phone, at no cost to that consumer, (iii) some mechanism, at the time of delivery, for the return of a used cell phone if the retailer delivers a cell phone directly to a consumer in this State, and (iv) information about cell phone recycling opportunities provided by the retailer that encourages the consumer to take advantage of cell phone recycling. Makes it unlawful to sell a cell phone to a consumer in this State unless the retailer complies with the requirements of the Act. Requires the Environmental Protection Agency to post on its Web site the estimated number of phones recycled each year. Sets forth that providers of cell phone services to the State must certify, as a condition of any contract with the State, that they and their subsidiaries have complied with the requirements of the Cell Phone Recycling Act. Provides that the State may assess a variety of penalties against parties contracting with the State to provide cell phone services while not complying with this Act, including voiding these contracts and seeking certain damages. Amends the Illinois Procurement Code. Makes corresponding changes to the Code to indicate that certain bids must comply with the Cell Phone Recycling Act.
Deletes existing provisions of the Unemployment Insurance Act regarding the eligibility of certain academic and other personnel between academic years and during vacation periods. Inserts language providing that an individual is ineligible for benefits on the basis of wages for services in an instructional, research, or principal administrative capacity performed for an educational institution (including services performed while in the employ of an educational service agency) during the period between 2 successive academic years or terms, during a paid sabbatical leave, or during an established and customary vacation period or holiday recess if the individual performed those services immediately before the period or recess and there is a reasonable assurance that the individual will perform those services after the period or recess.
Amends the Illinois Roofing Industry Licensing Act. Provides that the expiration date and renewal period for each certificate of registration issued under the Act shall be set by the Department by rule (now, licenses shall expire biennially at midnight on June 30 of each odd-numbered year). Provides that a licensee whose license has expired or is on inactive status may have his or her license restored by making application to the Department in the form and manner prescribed by the Department (now, failure to renew the license before it expires shall cause the license to become nonrenewed and it shall be unlawful thereafter for the licensee to engage, offer to engage, or hold himself or herself out as engaging, in roofing contracting business under the license unless and until the license is restored or reissued as defined by rule).
