Amends the State Treasurer Act. Requires the Treasurer to post information on his or her official website concerning the investment of public funds. Sets forth the required information. Does not require posting of information that is exempt from inspection and copying under the Freedom of Information Act.

Amends the Criminal Code of 1961. Provides that the penalty for the offense of unlawful purchase of a firearm is a Class 2 felony (rather than a Class 4 felony) for the purchase or attempted purchase of one firearm, a Class 1 felony (rather than a Class 3 felony) for the purchase or attempted purchase of 2 to 5 firearms at the same time or within a one year period, and a Class X felony with a term of imprisonment of not less than 9 years and not more than 40 years for the purchase or attempted purchase of 6 or more firearms at the same time or within a 2 year period. Amends the Unified Code of Corrections. Provides that a person convicted of the offense of unlawful purchase of a firearm shall not receive a period of probation, a term of periodic imprisonment, or conditional discharge.
Amends the Housing Authorities Act. Provides that a Housing Authority in any municipality having a population in excess of 1,000,000 shall be authorized to participate as a partner or member of a partnership, limited liability company, joint venture, or other form of a business arrangement with a for-profit developer and shall have all powers deemed necessary and appropriate to engage in the rehabilitation and development or ownership, or both development and ownership, of low-income and mixed-income rental and for-sale housing as a partner or member of a partnership, limited liability company, or joint venture. Effective immediately.
Creates the Housing Stabilization Act. Directs the Illinois Housing Development Authority to establish and administer a program under which the State shall guarantee refinancing loans to homeowners who are either in foreclosure or at risk of being in foreclosure. Provides that the State shall guarantee these loans for 5 years, at which time, if the homeowner is current and has not gone more than 30 days past-due more than 3 times during the first 60 months of the refinancing of his or her mortgage, the State's responsibility to guarantee the loan shall cease. Provides that if at the end of 5 years the homeowner is not current or has gone 30 days past-due more than 3 times, the State shall continue to guarantee the loan for an additional 36 months. Provides for a State guarantee of up to $3,000,000,000 each year for 3 years. Sets forth qualifications for homeowners and banks to participate in the program and other features of the program. Effective immediately.
Creates the Commission on the Eradication of Poverty Act. Provides for appointments and terms of members. Provides for funding through the Department of Human Rights. Requires meetings and reports. Effective immediately.
Amends the Criminal Code of 1961. Provides that resisting or obstructing a firefighter is a Class A misdemeanor. Provides that if the violation was the proximate cause of an injury to the firefighter, the offender is guilty of a Class 4 felony. Provides that the court shall also sentence the offender to a minimum of 48 consecutive hours of imprisonment or to perform community service for not less than 100 hours as may be determined by the court. Provides that the person shall not be eligible for probation in order to reduce the sentence of imprisonment or community service.
Amends the Critical Health Problems and Comprehensive Health Education Act, various Acts relating to the governance of public universities in Illinois, and the Public Community College Act. Provides that a comprehensive health education program shall include sexual assault awareness in secondary schools. Requires each public university and community college to provide some form of sexual assault awareness education to all incoming students, whether through a seminar, online training, or some other way of informing students. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that an Internet gaming service provider that provides service to a consumer, for home and personal use, for a stated term that is automatically renewed for another term unless a consumer cancels the service must give a consumer who is an Illinois resident: (1) a secure method at the Internet gaming service provider's web site that the consumer may use to cancel the service, which method shall not require the consumer to make a telephone call or send U.S. Postal Service mail to effectuate the cancellation; and (2) instructions that the consumer may follow to cancel the service at the Internet gaming service provider's web site. Makes it an unlawful business practice for an Internet gaming service provider to violate the new provisions.
Amends the Criminal Code of 1961. Provides that a person 18 years of age or older convicted of unlawful sale of firearms by selling or giving a concealable firearm to a person under 18 years of age or by selling or giving a firearm of any size to a person under 18 years of age who does not possess a valid Firearm Owner's Identification Card, when the firearm that was sold or given to another person under 18 years of age was used in the commission of or attempt to commit a forcible felony, shall be fined or imprisoned, or both, not to exceed the maximum provided for the most serious forcible felony so committed or attempted by the person under 18 years of age who was sold or given the firearm. Effective immediately.
Designates Illinois Route 173 as the 173rd Airborne Brigade Highway in honor of the brave men and women of the United States Army 173rd Airborne Brigade.
