PARENTS ACCOUNTABLTY COMMITTEE

Creates the Parents and Community Accountability Study Committee to examine issues related to racial and socioeconomic disparities affecting the pro-social development of children and youth, to identify ways to engage more parents in being accountable for the actions of their children, and to identify ways to engage more communities in being accountable for investing in pro-social development of children and families.

COMMUNITY POLICING GRANTS

Amends the State Finance Act and the Firearm Owners Identification Card Act. Creates the Community Policing Grant Fund in the State treasury. Provides that moneys in the Fund shall, subject to appropriation, be distributed upon the approval of the Director of State Police as grants to local law enforcement agencies for community policing programs. Provides that moneys in the Fund shall be distributed proportionately to local law enforcement agencies in each county based upon the fees collected from the issuance of Firearm Owner's Identification Cards to residents of that county. Increases the fee for the issuance of a Firearm Owner's Identification Card from $5 to $10. Provides that $5 of the fee shall be deposited into the Community Policing Grant Fund.

$DRUG SCHOOLS

Appropriates $1,900,000 to the Illinois Department of Human Services, Division of Alcoholism and Substance Abuse, to fund the expansion of drug school programs throughout the state of Illinois modeled after the current Cook County drug school program. Effective July 1, 2007.

UTILITIES-THIRD PRTY AGENT-LIC

Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Requires the licensure of an agent, broker, or consultant engaged in the procurement or sale of retail electricity supply for a third party by the Illinois Commerce Commission. Includes provisions concerning requirements for licensure, the filing of annual reports with the Commission, and penalties for violation. Effective immediately.

CD CORR-DNA SUBMISSION

Amends the Unified Code of Corrections. Provides that any person incarcerated in a facility of the Illinois Department of Corrections or the Illinois Department of Juvenile Justice on or after August 22, 2002, whether for a term of years, natural life, or a sentence of death, who has not yet submitted a sample of blood, saliva, or tissue to the Department of State Police for genetic marker grouping analysis shall be required to submit a specimen of blood, saliva, or tissue prior to his or her final discharge or within 6 months from the effective date of the amendatory Act, whichever is sooner. Provides that these specimens shall be placed into the State or national DNA database, to be used in accordance with other provisions of the Act, by the Illinois State Police. Provides that compliance with this provision constitutes an additional condition of any period of court supervision, conditional discharge, or probation imposed upon a person required to provide a specimen. Effective immediately.

FIREARM OWNERS ID-REVOCATION

Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police may revoke a Firearm Owner's Identification Card of a parent or guardian of a person under 21 years of age who is unable to prevent his or her child under 21 years of age from gaining access to a firearm or ammunition, or both, when (1) the child upon 2 occasions has had possession of his or her parent or guardian's firearm or ammunition, or both, without the parent or guardian's permission and (2) the child met the criteria for severe or major mood disorder or severe conduct disorder (evidenced by behavior such as forced sex, physical cruelty, use of a weapon, stealing while confronting a victim, breaking and entering), or both, as defined in the DSM-IV-TR published by the American Psychiatric Association, or the child is an adjudicated delinquent minor for acts involving aggressive or violent behavior.
