Amends the Charter Schools Law of the School Code. Provides that the Chicago Board of Education may designate attendance boundaries for its charter schools (now the Board may designate attendance boundaries for no more than one-third of its charter schools). Also allows for an attendance boundary for a campus of a charter school. Provides that pupils residing within an attendance boundary must (instead of may) be given priority for enrollment. Effective immediately.

Amends the Illinois Insurance Code. Raises the maximum age of a dependent child that a policy of accident and health insurance may insure, originally or by subsequent amendment, upon the application of an adult member of a family who shall be deemed the policyholder, from 19 to 24. Provides that if the limiting age under the policy is less than 25 years of age, then the insurer shall, upon application of the dependent child, provide coverage after that specific age, until the dependent child is 25 years of age.
Amends the Public Community College Act. Makes a technical change in a Section concerning the Illinois Community College Board.
Amends the Collateral Protection Act. Makes a technical change in a Section concerning a creditor's liability for failing to insure collateral.
Appropriates $1 from the General Revenue Fund to the Department of Veterans' Affairs for its ordinary and contingent expenses. Effective July 1, 2008.
Amends the Criminal Code of 1961 and the Unified Code of Corrections. Provides that disarming a peace officer or correctional institution employee is a non-probationable Class 1 felony. Provides that an attempt to disarm a peace officer or correction institution employee is a Class 2 felony. Effective immediately.
Amends the State Finance Act and the Firearm Owners Identification Card Act. Creates the Community Policing Grant Fund in the State treasury. Provides that moneys in the Fund shall, subject to appropriation, be distributed upon the approval of the Director of State Police as grants to local law enforcement agencies for community policing programs. Provides that moneys in the Fund shall be distributed proportionately to local law enforcement agencies in each county based upon the fees collected from the issuance of Firearm Owner's Identification Cards to residents of that county. Increases the fee for the issuance of a Firearm Owner's Identification Card by $5 and provides that $5 of the fee shall be deposited into the Community Policing Grant Fund.
Appropriates $50,000,000 from the General Revenue Fund to the Capital Development Board for a grant to City of Chicago School District 299 for the construction of a high school at 31st Street and Kedzie Street, with an enrollment of at least 3,000 students. Effective July 1, 2007.
Amends the Criminal Code of 1961. Provides that for the purpose of determining the penalty for criminal defacement of property, the aggregate value of the properties defaced shall be added together when the offenses were committed as part of a single course of conduct. Effective immediately.
Amends the Board of Higher Education Act. Makes a technical change in a Section concerning terms.
