Creates the Continuity of Patient Care for Immunosuppressant Drugs Act. Provides that a health insurance policy or health care service plan contract that covers immunosuppressant drugs may not limit, reduce, or deny coverage of immunosuppressant drugs if prior to the limitation, reduction, or denial of coverage the insured was using the drug and was covered under the policy or contract and the drug was covered under the policy or contract. Provides that nothing in the Act shall prohibit an insurer from making changes in its benefit design that applies to all covered drugs or from increasing cost-sharing obligations due to a percentage coinsurance payment that necessarily increases with an increase in the underlying drug prices.

Amends provisions of the Illinois Vehicle Code requiring the recording of specified information when a uniform traffic citation or warning citation is issued and providing for analysis of the information and a traffic stop statistical study. Deletes the July 1, 2010 repeal date of those provisions.
Amends the Gender-Neutral Statutes Commission Act. Makes a technical change in a Section concerning the Commission's duties.
Amends the Illinois Vehicle Code. Repeals a provision providing for the collection of an annual commercial distribution fee on vehicles of the second division weighing more than 8,000 pounds. Effective July 1, 2010.
Amends the Metropolitan Water Reclamation District Act. In a Section pertaining to the procurement of materials and supplies during an operating emergency, provides that certain sanitary district officials and employees may purchase without advertisement emergency related supplies and materials where the amount is not in excess of $50,000 (now, $25,000). Effective immediately.
Creates the Local Farm and Food Products Act. Contains only a short title provision.
Amends the Criminal Code of 1961. Creates the offense of criminal street gang recruitment of a minor. Provides that a person commits the offense when he or she threatens the use of physical force to coerce, solicit, recruit, or induce another person to join or remain a member of a criminal street gang, or conspires to do so, whether or not such threat is communicated in person, by means of the Internet, or by means of a telecommunications device. Provides that the penalty is a Class 1 felony.
Amends the Motor Vehicle Franchise Act. Expands the definition of the term "motor vehicle" to include any engine, transmission, or rear axle, regardless of whether it is attached to a vehicle chassis, that is manufactured for installation in any motor-driven vehicle with a gross vehicle weight rating of more than 16,000 pounds that is required to be registered under the Illinois Vehicle Code. Eliminates language providing that a manufacturer has good cause to cancel, terminate, or fail to extend or renew the franchise or selling agreement to all franchisees of a line make when the manufacturer permanently discontinues the manufacture or assembly of motor vehicles of such line make. Provides that it is a violation for a manufacturer to require or coerce a motor vehicle dealer to underutilize the motor vehicle dealer's facilities by requiring or coercing the motor vehicle dealer to cease operations for the selling or servicing of any vehicles that fall under a franchise agreement with another manufacturer. Provides an itemized list of what is considered reasonable compensation to a motor vehicle dealer for the value of the motor vehicle dealer's business and business premises, as well as a payment scheme for such compensation. Makes other changes. Effective immediately.
Amends the Illinois State Auditing Act. Provides for the establishment and operation within the Office of the Auditor General of an Appropriations Earmark Unit to conduct performance audits of earmarked appropriations that become law. Requires operation of a telephone hot line to receive anonymous suggestions for audits of grant programs and earmarked appropriations. Requires the audits to be public records and filed with the Legislative Audit Commission. Requires a majority vote of the Commission in order to direct the Auditor General to cease conducting an audit. Effective July 1, 2009.
Amends the Uniform Commercial Code. Makes a technical change in a Section concerning the short title.
