Amends the Permits Article of the Size, Weight, Load and Permits Chapter of the Illinois Vehicle Code by providing that a municipality, township, county, or other unit of local government may not impose a fee for a permit in excess of the fees provided for in that Article.

Amends the Simplified Sales and Use Tax Administration Act. Makes a technical change in a Section concerning legislative findings.

Amends the Illinois Income Tax Act. With respect to the apportionment of business income for persons other than residents, provides that, for tax years ending on or after December 31, 2010, the income shall be apportioned using the property factor, payroll factor, and sales factor. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning rates.
Creates the Healthy Workplace Act. Requires an employer to provide an employee up to 7 sick days with pay during each 12-month period. Provides that an employee may use the sick days care for physical or mental illness, injury, medical condition, professional medical diagnosis or care, or a medical appointment of the employee or a family member. Contains provisions regarding: accrual; certification; notice; responsibilities of employers; unlawful practices; powers and duties of the Department of Labor; violations; penalties; civil liability; severability; and other matters.
Creates the K-12 Educational MRSA Prevention Act. Provides that by no later than 90 days after implementation of guidelines and specifications established by the Illinois MRSA Coordinating Council for methicillin resistant Staphylococcus aureus (MRSA) prevention and maintenance procedures in school facilities, provides that all Kindergarten through grade 12 elementary and secondary public and non-public schools in this State shall establish and implement a MRSA prevention policy and exclusively purchase and use disinfecting products approved by the federal Environmental Protection Agency and registered with the Illinois Department of Agriculture and bearing efficacy claims listed on the label pursuant to the guidelines and specifications. Sets forth provisions concerning the establishment, annual amendment, and dissemination of the guidelines and specifications. Effective immediately.
Amends the Illinois Vehicle Code. Modifies the definition of a "nondivisible load or vehicle" to include a shipping container destined for international shipment or inbound from a foreign country for domestic delivery.
Amends the Metropolitan Transit Authority Act. Makes a technical change in a Section concerning public bidding on construction contracts.
Amends the Environmental Protection Act. Provides that the owner or operator of certain emissions sources generating electricity in this State through coal combustion must meet a mercury emissions standard. Provides that if the owner or operator of these emissions sources is unable to comply with the standard through existing control technologies, then he or she may apply to the Agency for an alternative emissions limit for the emissions source. Sets forth provisions for establishing the alternative emissions limit. Provides that upon the establishment of the alternative emissions limit for an affected source, the Agency shall incorporate the alternative emissions limit into the CAAPP permit for the affected emissions source. Provides that an owner or operator complying with the provisions for obtaining an alternative emissions limit shall not be in violation of the mercury emissions standard so long as that owner or operator operates and maintains the affected source in a manner consistent with good air pollution control practices for the minimization of mercury emissions and until the owner or operator obtains the alternative emissions limit for the affected source from the Agency. Sets forth certain test methods to be used to demonstrate compliance with the mercury emission rate requirement. Requires the owner or operator of an affected emissions source to report to the Agency the results of the required tests. Provides for Agency review of the mercury standards adopted. Authorizes the Agency to adopt rules as necessary for the implementation of these mercury emission standards.
