Amends the Medical Practice Act of 1987. Provides that the Department of Financial and Professional Regulation shall revoke the license or visiting permit of any person issued under this Act to practice medicine or to treat human ailments without the use of drugs and without operative surgery, who has been convicted of committing (1) any felony under the Illinois Controlled Substances Act or the Methamphetamine Control and Community Protection Act, (2) a Class 1 felony under Sections 8A-3 and 8A-6 of the Illinois Public Aid Code, or (3) a sexual assault or other battery against his or her patient. Provides that the Department shall investigate any licensee upon notification from any law enforcement agency of a criminal complaint setting forth facts which, if proven, would constitute grounds for suspension or revocation under the Act. Provides that any law enforcement agency in the State must provide immediate notification to the Department when it receives a criminal complaint against a licensee under this Act that alleges sexual assault or other battery on a patient. Effective immediately.

Amends the Criminal Code of 1961 relating to the offense of disorderly conduct at a funeral or memorial service. Increases the time period for which the conduct at the funeral or memorial service is prohibited before and after the service from 30 minutes to 60 minutes and increases the distance from which the conduct is prohibited from 200 feet to 1,000 feet of any ingress or egress of the funeral site. Effective immediately.
Amends the Illinois Insurance Code. Provides that accident and health insurance policies that provide coverage for prescribed orally-administered cancer medications and intravenously administered or injected cancer medications shall ensure that the applicable financial requirements and treatment limitations are no more restrictive than the financial requirements and treatment limitations applied to intravenously administered or injected cancer medications that are covered by the policy. Provides that an insurer cannot achieve compliance with the coverage mandate by increasing financial requirements or imposing more restrictive treatment limitations on prescribed orally-administered cancer medications or intravenously administered or injected cancer medications covered under the policy. Effective immediately.
Amends the Emergency Telephone System Act. Provides that in order to enable access to a 9-1-1 system for cognitively-impaired, disabled, or special needs persons, the installation or connection of any automatic alarm, automatic alerting device, or mechanical dialer shall be allowed. Provides that the device shall be used only in an emergency situation reported by a caregiver after initiating a missing person's report. Sets forth the requirements for the device.
Appropriates $2 from the General Revenue Fund to the Board of Higher Education for its FY12 ordinary and contingent expenses. Effective July 1, 2011.
Urges the Department of Commerce and Economic Opportunity to consider whether a surety program should be administered to provide a financial guarantee to bonding companies for projects conducted by minority-owned and women-owned small businesses. Urges the Department of Insurance to find ways to help identify and encourage bond companies to participate in a program for minority-owned and women-owned small business construction firms. Urges the Department of Transportation and the Capital Development Board to review their bonding requirements for minority-owned and women-owned small business participants in light of the number of defaults by those companies over the last 5 years to determine whether their requirements are more stringent than necessary. Urges the Department of Commerce and Economic Opportunity, the Department of Insurance, the Department of Transportation, and the Capital Development Board to report to the General Assembly with recommendations to reform bonding requirements for minority-owned and women-owned small business firms in public construction projects.
Amends the State Finance Act. Changes the name of the State Rail Freight Loan Repayment Fund to the State Rail Freight Fund. Creates the Building Our Economy Transportation Fund. Provides that money in the Road Fund shall be used for public transportation and for the payment of debts incurred in construction of public transportation facilities. Amends the Motor Fuel Tax Law. Provides that an amount of the motor fuel tax shall be deposited into the Building Our Economy Transportation Fund. Amends the Illinois Highway Code. Provides that a county board or municipality may use motor fuel tax money for construction of public transportation facilities. Effective immediately.
Amends the State Finance Act. Creates the Grade Crossing Separation Fund as a special fund in the State treasury. Provides that $5,000,000 shall be transferred to the Fund from the Motor Fuel Tax Fund each month. Provides that moneys in the Fund shall be used by the Department of Transportation to separate railroad crossings used by passenger rail operators. Provides that the Department may adopt rules to administer the Fund. Effective immediately.
Amends the State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, School Code, Illinois Insurance Code, Health Maintenance Organization Act, and Voluntary Health Services Plans Act. Provides that accident and health insurance policies that provide coverage for prescription drugs or cancer chemotherapy treatment must provide coverage for prescribed orally-administered cancer medication used to kill or slow the growth of cancerous cells. Provides that an insurer shall ensure that the financial requirements and treatment limitations for orally-administered cancer medication coverage are no more restrictive than the requirements and limitations applied to intravenously administered cancer medications. Provides that accident and health insurance policies shall provide coverage to a qualified individual for participation in a qualified clinical cancer trial. Provides that an insurer shall not deny, limit, or impose additional conditions on the coverage of routine patient costs. Provides that the payment rate shall be at the agreed rate for covered items and services provided by a participating provider and at the usual and customary rate for covered items and services provided by a nonparticipating provider. Makes other changes. Contains a nonacceleration clause. Effective immediately.
