Amends the Railroad Incorporation Act. Makes a technical change in a provision concerning articles of incorporation.
Recognizes Mayor Rahm Emanuel, the community residents and organizations of Pilsen and Little Village in Chicago, the Chicago Clean Power Coalition, and Midwest Generation for their work and leadership in reaching the agreed resolution to retire coal-fired power plants at the Fisk and Crawford stations in accordance with the goals and objectives of the proposed Chicago Clean Power Ordinance.
Directs the Auditor General to conduct an audit of Motor Fuel Tax moneys provided to Cook County.
Amends the Illinois Human Rights Act. Provides that, in addition to any other relief that may be awarded or penalties that may be imposed under the Act, in a proceeding brought under the Employment Article, if there is a finding that an employer committed a civil rights violation against a female employee based upon the employee's sex, the award of damages may be increased up to an amount not to exceed 3 times any actual damages sustained. Amends the Equal Pay Act of 2003. Provides that, in addition to any other relief that may be awarded or penalties that may be imposed under the Act, if there is a finding that an employer committed a violation of this Act against a female employee, the award of damages may be increased up to an amount not to exceed 3 times any underpayment.
Amends the State Finance Act. Provides that 30% of the total amount deposited into the Road Fund shall be appropriated to the Department of Transportation to be used for projects in Cook County.
Amends the Criminal Code of 1961. Creates the offense of perpetrating a fraudulent foreclosure. Provides that a person commits the offense when he or she has a security interest in real property and files a foreclosure action under the Illinois Mortgage Foreclosure Law to terminate the mortgagor's rights and interests in the real property when the circumstances that gave rise to the action are not in violation of the terms of the mortgage agreement, or if the circumstances are in breach of the mortgage agreement, the terms of the mortgage agreement do not permit foreclosure at the time of the filing of the action. Provides that a violation is a Class X felony for which the court shall impose a minimum fine of $500,000.
Amends the Illinois Procurement Code. Provides that the Department of Transportation shall, by rule, implement a pilot program under which select construction contracts shall contain provisions that if a subcontractor has performed in accordance with the provisions of the subcontract and the work has been accepted by the Department, the Department shall pay the subcontractor directly. Provides that the program shall apply only to state-funded contracts under $10 million in value and to those contracts with subcontracts that contain provisions corresponding to pay items that are exclusively and completely performed by the subcontractor. Provides that the program shall be implemented by January 1, 2013 and shall expire on January 1, 2014. Amends the State Prompt Payment Act. Provides that certain provisions concerning payments to subcontractors do not apply to payments to a subcontractor for work performed under a subcontract entered into with a construction contractor if the contract contains a provision that the State agency shall pay the subcontractor directly. Effective immediately.
Amends the Public Community College Act and various Acts relating to the governance of public universities in Illinois. Provides that the tuition and fee rates for students for the 2011-2012 and 2012-2013 academic years must not be more than the tuition and fees rates in effect for the 2010-2011 academic year. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title and applicability of the Electric Service Customer Choice and Rate Relief Law of 1997.
