Amends the Higher Education Student Assistance Act. Subject to appropriation, requires the Illinois Student Assistance Commission to establish a pilot loan program for students enrolled at Wilbur Wright College in Community College District No. 508. Provides that under the loan program, the Commission shall provide low-interest loans to individuals who are unemployed and are enrolled at the community college in a skilled labor retraining program. Provides that if a borrower completes the skilled labor retraining program and works for a trade union for a minimum of 5 years thereafter, the Commission shall, subject to appropriation, award a grant to that person in an amount equal to the amount that the person borrowed under the loan program plus any interest incurred on the amount borrowed.

Amends the Illinois Vehicle Code. Provides that any veteran who holds proof of a service-connected disability from the United States Department of Veterans Affairs, and who has obtained certification from a psychiatrist that the service-connected disability qualifies the veteran for issuance of registration plates or decals to a person with disabilities, may, without the payment of any registration fee, make application to the Secretary of State for disabled veterans license plates displaying the international symbol of access. Amends the Fish and Aquatic Life Code. Provides that, beginning with the 2014 license year, a veteran who holds proof of a service-connected disability from the United States Department of Veterans Affairs, and whose degree of disability has been declared to be 50% or more, shall be eligible for a free fishing license. Amends the Wildlife Code. Provides that, beginning with the 2014 license year, a veteran who holds proof of a service-connected disability from the United States Department of Veterans Affairs, and whose degree of disability has been declared to be 50% or more, shall be eligible for a free hunting license. Effective immediately.
Amends the Property Tax Code. In a Section concerning scavenger sales, requires certain county collectors to publish notice of the intended application for judgment and sale of all properties upon which all or a part of the general taxes for each of 3 or more years (instead of 2 or more years) are delinquent. Effective immediately.
Amends the Criminal Code of 2012. Provides for enhanced penalties for various offenses involving the unlawful use or possession of firearms.
Amends the Consumer Fraud and Deceptive Business Practices Act. Requires any person making a promotional offer to a consumer to include the following information in large print in a conspicuous and prominent location on the advertising material: (1) the cost per month, (2) any additional fees or taxes not included in the advertised price, (3) the total price to be paid by the consumer over the course of the promotion, (4) any early termination fees, and (5) the cost per month upon conclusion of the promotion. Allows the Illinois Department of Financial and Professional Regulation to impose additional requirements on these offers. Defines a promotional offer. Makes it an unlawful business practice to publish any advertising material that does not conform to the disclosure requirements.
Creates the Vulnerable Adult Fatality Review Team Act. Requires the Director of the Department on Aging, in consultation with other specified agencies and professionals who work in the field of investigating, treating, or preventing abuse or neglect of vulnerable adults, to appoint members to a minimum of one vulnerable adult fatality review team in each of the Department's 13 planning and service areas. Contains provisions concerning appointment terms and the requirement that each review team consist of at least one member who is a physician knowledgeable about abuse and neglect of vulnerable adults; a representative of the Department; a representative of the Department of State Police; a representative of a social service or health care agency that provides services to persons with mental illness; and other specified persons. Provides that each review team shall select a chairperson from among its members and that the chairperson shall also serve on the Illinois Vulnerable Adult Fatality Review Teams Executive Council. Contains provisions concerning the Executive Council, its composition, and duties. Contains provisions concerning the review of vulnerable adult deaths; review team access to information; public access to information; the creation of a database of at-risk individuals; and other matters. Amends the Open Meetings Act. Provides that the meetings of a review team or the Executive Council shall be closed to the public. Amends the Freedom of Information Act. Provides that records and information provided to a review team or the Executive Council shall be exempt from public inspection and copying. Amends the Elder Abuse and Neglect Act. Repeals a provision permitting the Department on Aging to establish regional interagency elder abuse fatality review teams. Effective immediately.
Amends the Illinois Income Tax Act. Creates a credit in an amount equal to $500 for each new employee (i) who was hired by the taxpayer during the previous taxable year to perform a manufacturing job at a location in Illinois and (ii) who remains employed by the taxpayer on the last day of the current taxable year. Provides that, if a taxpayer receives such a credit and the position is relocated to an out-of-state job site within 5 years after the taxpayer receives the credit, then the taxpayer shall forfeit the amount of the credit awarded for that job. Provides that excess credit amounts may be carried forward and applied to the tax liability of the 5 taxable years following the excess credit year. Provides that the credit is exempt from the Act's automatic sunset provision. Effective immediately.

Amends the Firearm Concealed Carry Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Makes a technical change in a Section concerning the Special Service Area Tax Law.
