Amends the Illinois Police Training Act. Provides that the curriculum for probationary police officers shall include courses pertaining to the recognition of elder abuse and neglect and crimes against the elderly. Effective January 1, 2013.

Amends the Criminal Code of 1961. Exempts from an eavesdropping violation, with prior notification to and verbal approval of the State's Attorney or his or her designee of the county in which the conversation is anticipated to occur, recording or listening with the aid of an eavesdropping device to a conversation in which a law enforcement officer, or any person acting at the direction of a law enforcement officer, is a party to the conversation and has consented to the conversation being intercepted or recorded in the course of an investigation of a felony violation of the Illinois Controlled Substances Act, a felony violation of the Cannabis Control Act, or a felony violation of the Methamphetamine Control and Community Protection Act. Provides that whenever any wire, electronic, or oral communication has been intercepted as a result of this exception that is not related to a felony violation of the Illinois Controlled Substances Act, felony violation of the Cannabis Control Act, or felony violation of the Methamphetamine Control and Community Protection Act or conspiracy related to those violations, no part of the contents of the communication and evidence derived from the communication may be received in evidence in any trial, hearing, or other proceeding in or before any court, grand jury, department, officer, agency, regulatory body, legislative committee, or other authority of this State, or a political subdivision of the State if the disclosure of that information would be in violation of this provision unless the violation involves a forcible felony.
Amends the Consumer Fraud and Deceptive Business Practices Act concerning product and services charges billed on telephone bills. Provides that a third-party vendor shall not bill a consumer for goods or services that will appear as a charge on a consumer's telephone bill. Effective immediately.
Amends the Boat Registration and Safety Act. Provides that certain provisions concerning flotation devices shall not apply to sailboards (instead of sailboats).
Amends the Unified Code of Corrections. Provides that when the Department of Corrections lets bids for contracts for medical services to be provided to persons committed to Department facilities by a health maintenance organization, medical service corporation, or other health care provider or lets bids for contracts for food or commissary services to be provided to Department facilities, the bid may only be let to a health care provider that has obtained an irrevocable letter of credit or performance bond issued by a company whose bonds have an investment grade or higher rating (rather than rated AAA) by a bond rating organization. Changes the definition of an "indigent" committed person in relation to the exemption from the $5 co-payment for medical and dental services. Provides that the committed person who has $20 or less in his or her Inmate Trust Fund at the time of such services and (rather than or) for the 30 days prior to such services. Effective immediately.
Amends the School Code. Provides that after June 1, 2012 persons may not be nominated for General Assembly scholarships and that General Assembly scholarships may not be awarded after that date unless the nomination is made prior to that date. Prevents both second nominations for any lapsed General Assembly scholarship and nominating persons to the unused or unexpired parts of any vacated General Assembly scholarship after June 1, 2012. Effective immediately.
Amends the Alzheimer's Disease Assistance Act. Makes changes to the Act's policy declaration. Changes the definition of "Alzheimer's disease" and sets forth definitions for "dementia", "related disorders", and "dementia-capable State". Provides that by January 1, 2014 (instead of 1987), and every 3 years thereafter, the Department of Public Health shall prepare a State Alzheimer's Disease Assistance Plan and sets forth provisions with regard to the plan concerning public hearings, gathering feedback on recommendations, input from agencies and stakeholders, purpose and directive, and the examination of certain subject matter. Makes changes to the composition of the Alzheimer's Disease Advisory Committee. Makes other changes.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of "severely or profoundly mentally retarded person".
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall cause to be established an easily accessible online database for the purpose of compiling research expertise, intellectual property, and ongoing sponsored research projects at academic institutions across the State.
Amends the Collateral Recovery Act. Defines "automobile rental company". Provides that the Act does not apply to an automobile rental company or the employee of an automobile rental company when engaged in an activity otherwise covered by the Act if the activity is conducted by the employee on behalf of that automobile rental company. Provides that the Act does not apply to a towing company or towing operator when an employee or agent of an automobile rental company is present at the site from which the vehicle is towed. Provides that the Act does not apply to persons engaged in the recovery of collateral that is incidental to and within the scope of the person's primary business purpose and the primary business purpose is other than repossession. Effective July 1, 2012.
