Amends the Chicago Police Article of the Illinois Pension Code. Provides that if any policeman whose application for either a duty disability benefit or an occupational disease disability benefit has been denied by the Retirement Board brings an action for administrative review challenging the denial of disability benefits and the policeman prevails in the action in administrative review, then the prevailing policeman shall be entitled to recover from the Fund court costs and litigation expenses, including reasonable attorney's fees, as part of the costs of the action. Effective immediately.
Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois. Provides that the Department may assess a fee of up to $1,000 for the reinstatement of a suspended license, permit, registration, and other privileges that it administers in the exercise of its powers and duties under Illinois law. Effective immediately.
Amends the Metropolitan Transit Authority Act, the Illinois Vehicle Code, and the Criminal Code of 1961. Provides that, except when greater penalties are imposed in the aggravated battery statute, aggravated battery that causes permanent disability or disfigurement is a Class 2 (rather than a Class 3) felony. Effective immediately.
Amends the Illinois Savings and Loan Act of 1985. Permits an association to amend the articles of incorporation for the purpose of changing the name of the association after commencing business if the submission by the board of directors of the association certifies the approval of the proposed name change and has an approved plan for notifying all parties who may be affected by the name change and the new name meets the requirements as determined by the Secretary of Financial and Professional Regulation. Creates the Savings Institutions Regulatory Fund that is to be used for the ordinary and contingent expenses of the Department of Financial and Professional Regulation and the Division of Banking, or their successors. Makes other changes. Amends the Savings Bank Act. Creates a provision for savings bank to, after commencing business, amend the articles of incorporation for the purpose of changing the name of the savings bank if the board of directors of the savings bank approves the name change and a plan for notifying all parties who may be affected by the change and the new name meets the requirements as determined by the Secretary. Provides that any person aggrieved by a decision of the Secretary under the Savings Bank Act may receive a hearing before the Secretary of Financial and Professional Regulation. Creates provisions that outline procedures for an aggrieved person to request a hearing and the procedures for the Secretary or his or her agent to subpoena records, investigate verified complaints, and record the proceedings. Makes other changes. Amends the Division of Banking Act, Electronic Funds Transfer Act, and the Corporate Fiduciary Act to make corresponding changes. Amends the State Finance Act to create the Savings Institution Regulatory Fund.
Amends the Criminal Code of 1961 relating to violation of an order of protection. Provides that the Class 4 felony violation of an order of protection if the defendant had prior convictions for specified offenses applies to a prior conviction under the law of another jurisdiction for an offense which is substantially similar to specified Illinois offenses. Effective immediately.
Amends the Unemployment Insurance Act. Provides that the Department of Employment Security shall make available to the Department of Central Management Services, Risk Management Division (in addition to State retirement systems), upon request, information in the possession of the Department that may be necessary or useful to the System or the Risk Management Division for the purpose of determining whether any recipient of a disability benefit from the System or a workers' compensation benefit from the Risk Management Division is gainfully employed. Effective immediately.
