Amends the Prevention of Tobacco Use by Minors and Sale and Distribution of Tobacco Products Act. Provides that a person, either directly or indirectly by an agent or employee, or by a vending machine owned by the person or located in the person's establishment, may not sell, offer for sale, give, or furnish any alternative nicotine product, or any cartridge or component of an alternative nicotine product, to a person under 18 years of age. Provides that before selling, offering for sale, giving, or furnishing an alternative nicotine product, or any cartridge or component of an alternative nicotine product, to another person, the person selling, offering for sale, giving, or furnishing the alternative nicotine product shall verify that the person is at least 18 years of age by: (1) examining from any person that appears to be under 27 years of age a government-issued photographic identification that establishes the person is at least 18 years of age or (2) for sales made though the Internet or other remote sales methods, performing an age verification through an independent, third-party age verification service that compares information available from public records to the personal information entered by the person during the ordering process that establishes the person is 18 years of age or older. Establishes penalties.

Amends the State Commemorative Dates Act. Designates the month of November as Chronic Obstructive Pulmonary Disease (COPD) Month. Effective immediately.
Amends the Hospice Program Licensing Act. Provides that on and after the effective date of the amendatory Act, the number of licensed hospice residences shall not exceed the following: (i) five hospice residences located in counties with a population of 700,000 or more; (ii) five hospice residences located in counties with a population of 200,000 or more but less than 700,000; and (iii) five hospice residences located in counties with a population of less than 200,000. Effective immediately.
Amends the General Obligation Bond Act and the Capital Development Bond Act of 1972. Provides that the unused portion of federal funds received for a capital improvement project for which moneys from the Capital Development Fund have been expended shall remain in the Capital Development Board Contributory Trust Fund and shall be used for capital projects and for no other purpose, subject to appropriation and as directed by the Capital Development Board.
Creates the Illinois Mental Health First Aid Training Act. Provides that the Department of Human Services shall establish and administer the Illinois Mental Health First Aid training program so that certified trainers can provide Illinois residents, professionals, and members of the public with training on how to identify and assist someone who is believed to be developing or has developed a mental health disorder or an alcohol or substance abuse disorder or who is believed to be experiencing a mental health or substance abuse crisis. Provides that subject to appropriations made to, or with the use of appropriations directed by, the Department of Human Services and other State agencies, the Department and other State agencies shall support training grants for Illinois Mental Health First Aid training. Provides that these training grants may support hardship subsidies for Illinois Mental Health First Aid training fees. Provides that the Illinois Mental Health First Aid training program shall be designed to train individuals to accomplish certain objectives including (i) building mental health, alcohol abuse, and substance abuse literacy designed to help the public identify, understand, and respond to the signs of mental illness, alcohol abuse, and substance abuse and (ii) knowing how to prevent a mental health disorder or an alcohol or substance abuse disorder from deteriorating into a more serious condition which may lead to more costly interventions and treatments. Contains provisions concerning the distribution of training grants and other matters. Effective immediately.
Amends the Unified Code of Corrections. Provides that the Act may be cited as "Patricia's Law". Prohibits supervision disposition in cases where the defendant's violation of the Illinois Vehicle Code or similar local ordinance was the proximate cause of the death of another person.
Amends the Humane Care for Animals Act. Provides that certain requirements must be met in order for an owner to lawfully tether a dog outdoors. Creates certain exemptions from that requirement. Provides penalties for violations. Defines "tether".
Amends the Probate Act of 1975. Provides that no guardian ad litem or legal fees shall be assessed against the Department of Children and Family Services in cases where the Department is the petitioner under certain provisions of the Juvenile Court Act of 1987. Effective immediately.
Amends the Emergency Medical Services (EMS) Systems Act. Provides that in prescribing EMT licensure testing requirements for honorably discharged members of the armed forces of the United States, the Department of Public Health shall ensure that a candidate's military emergency medical training, emergency medical curriculum completed, and clinical experience are recognized. Provides that if an EMT-B, EMT-I, or EMT-P has been actively involved in serving as an EMT in a rural area on a volunteer or paid-on-call basis, or a combination of volunteer and paid-on-call, during the period since he or she was licensed or last relicensed (whichever occurred later), the Department of Public Health shall deem that service as satisfying 50% of the number of hours of continuing education otherwise required for relicensure.
Amends the Probation and Probation Officers Act. Provides that in a county with a population exceeding 2,000,000, the Redeploy Illinois Oversight Board may authorize the Department of Human Services to enter into an agreement with that county to reduce the number of commitments by the same percentage as is required by this Section of other counties, and with all of the same requirements of the Act, including reporting and evaluation, except that the agreement may encompass a clearly identifiable geographical subdivision of that county. Provides that the geographical subdivision may include, but is not limited to, a police district or group of police districts, a geographical area making up a court calendar or group of court calendars, a municipal district or group of municipal districts, or a municipality or group of municipalities.
