TOBACCO&E-CIG UNDER AGE-21

Amends the Prevention of Tobacco Use by Minors and Sale and Distribution of Tobacco Products, Act. Changes the name of the Act to the Prevention of Tobacco Use by Persons under 21 Years of Age and Sale and Distribution of Tobacco Products Act. Raises the age for whom tobacco products and electronic cigarettes may be sold to and possessed by from at least 18 years of age to at least 21 years of age. Defines "electronic cigarette". Repeals provisions concerning alternative nicotine products. Amends various other Acts to make conforming changes.

PEN CD-CHI FIRE-INCREASE

Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that any fireman born after December 31, 1954 but before January 1, 1966 shall be entitled to receive 3% automatic annual increases to his or her annuity. Provides that the automatic annual increase is not subject to the 30% maximum. Provides that the initial increase shall be in an amount equal to 3% for each complete year following the date of retirement or attainment of age 55, whichever occurs later. Provides that beginning January 1, 2017, the minimum widow's annuity and minimum retirement annuity payable to any person who has retired from service at age 50 or over with 20 or more years of service and is entitled to receive a retirement annuity under this Article on that date, or who retires from service at age 50 or over with 20 or more years of service after that date, shall be no less than 125% of the Federal Poverty Level. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

UNCLAIMED LIFE INS BENEFITS

Creates the Unclaimed Life Insurance Benefits Act. Provides that the purpose of the Act is to require all authorized insurers regulated by the Department of Insurance to undertake good faith efforts, as specified in the Act, to locate and pay beneficiaries' proceeds under unclaimed life insurance policies, annuity contracts, and retained asset accounts issued in the State or remit such proceeds as unclaimed property to the appropriate jurisdiction if the beneficiaries are unable to be located or paid. Requires insurers to implement the certain policies and procedures for performing a comparison of its policies, annuity contracts, and retained asset accounts against the United States Social Security Administration's Death Master File. Provides that failure to meet any requirement of the Act is an unfair trade practice under the Illinois Insurance Code, and amends the Illinois Insurance Code to make a corresponding change.

TITLE INS-CLOSING PROTECTION

Amends the Title Insurance Act. Makes changes in the definition of "insured closing letter" or "closing protection letter". Provides that a closing protection letter shall not be issued by any person or entity (including an independent escrowee) other than a title insurance company. Effective immediately.

CARDIAC SCREENING AT PHYSICALS

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires each licensed health care professional who performs a physical examination of a person 19 years of age or younger to include as part of that examination questions that evaluate the person's family history related to various cardiac conditions. Requires the Department to develop a cardiac screening professional development module in consultation with certain health care associations to be determined by the Director. Defines "licensed health care professional".
