Amends the Chicago Police Article of the Illinois Pension Code. Provides that, for the purposes of child's annuities, no age limitation shall apply to a child who is so physically or mentally handicapped as to be unable to support himself or herself. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Retailers' Occupation Tax Act. Makes a technical change in a Section concerning High Impact Service Facilities.
Amends the Chicago Police Article of the Illinois Pension Code. Increases the minimum monthly annuity payment to $1,250 for any policeman who retired from the service before January 1, 2008, at age 50 or over with 20 or more years of service, and for any policeman who retired from service due to termination of disability and who is entitled to an annuity on January 1, 2008. Increases the minimum amount of a widow's annuity to $1,200 per month. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Board of Higher Education Act. Makes a technical change in a Section concerning terms.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning loss of time benefits.
Amends the Election Code. Makes a technical change in a Section concerning the short title.

Amends the Unemployment Insurance Act. Deletes references to the Commissioner of Unemployment Compensation.
Amends the Chicago Park District Act. Provides that the Chicago Park District is authorized to issue (now, issue before January 1, 2004) bonds in the amount of $128,000,000 for museums, aquariums, and art museums under the control of the Chicago Park district. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning bail bond.
