Amends the Downstate Police Article of the Illinois Pension Code. Applies changes made by Public Act 91-939 increasing a police officer's monthly pension by 1/12 of 3% of the originally granted pension for each month that has elapsed since the pension began (before Public Act 91-939 it was by 3% of the originally granted pension for each year that has elapsed since the pension began) to initial increases that become payable on or after January 1, 1998 (rather than January 1, 1999). Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Increases the amount of unused sick time that may be included in calculating the retirement pension from 244 to 315 days. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Compensation Review Act. Makes a technical change in a Section concerning the short title.
Amends the Election Code. Makes a technical change in a Section concerning office hours for filing nomination petitions.
Amends the Public Employment Office Act. Deletes language authorizing the Department of Employment Security to establish and maintain a specified number of central and branch public employment offices in municipalities within certain population ranges and providing that those offices shall be designated and known as Illinois Public Employment Offices.
Amends the Interscholastic Athletic Organization Act. Changes the short title of the Act to the Interscholastic Athletic and Academic Organization Act. Provides that no public elementary or public secondary school in this State nor any association or other entity that sponsors, regulates, or in any manner provides for interscholastic athletic, academic, or other form of competition among schools and students within this State may infringe upon or attempt to regulate in any manner the dissemination of news or the use of visual images by the news media of interscholastic athletic, academic, or other form of competition among schools and students within this State. In a provision concerning the payment of dues and fees, changes a reference from any association or other entity that has as one of its purposes promoting, sponsoring, or regulating or in any manner providing for interscholastic athletics or any form of athletic competition among schools and students within this State to any association or other entity that has as one of its purposes promoting, sponsoring, or regulating or in any manner providing for interscholastic athletic, academic, or other form of competition among schools and students within this State. Makes a related change to the Act's long title. Effective immediately.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the offense of tattooing the body of a minor.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.
