Amends the Illinois Dental Practice Act. Changes the circumstances under which a dental hygienist may be employed or engaged. Provides the procedures and acts that a dental hygienist may perform under specified circumstances.

Amends the Chicago Police Article of the Illinois Pension Code. Provides a compounded 3% annual increase in surviving spouse annuities. Amends the Chicago Police Article of the Illinois Pension Code to provide an increase in the retirement benefit formula. Changes the maximum annuity from 75% to 80% of average salary. Provides for 2.5% (rather than 2%) of average salary for each year of service beyond 20. Applies to persons withdrawing from service after December 31, 2003. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Police Article of the Illinois Pension Code. Increases the duty disability benefit to 80% of the current salary attached from time to time to the rank held by the policeman at the time of removal from the police department payroll. Provides that beginning on January 1, 2004, no duty disability benefit that has been payable for at least 5 years shall be less than 70% of the current salary attached from time to time to the rank held by the policeman at the time of removal from the police department payroll. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Police Article of the Illinois Pension Code. Provides that the occupational disease disability benefit shall be equal to 65% of the current salary attached from time to time to the rank held by the police officer at the time of his or her removal from the police department payroll (now the greater of 65% of the salary attached to the rank held by the police officer in the police service at the time of his or her removal from the police department payroll or 50% of the current salary attached from time to time to the rank held by the police officer at the time of his or her removal from the police department payroll). Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Creates the Clinical Laboratory Science Practice Act. Provides for the regulation of clinical laboratory science practitioners through licensure by the Department of Professional Regulation. Preempts home rule. Effective immediately.
Amends the Motor Fuel Tax Law. In provisions concerning the distribution of proceeds of the tax, changes references to counties of the State having 3,000,000 (instead of 1,000,000) or more inhabitants or less than 3,000,000 (instead of 1,000,000) inhabitants. Effective January 1, 2005.
Amends the Conveyances Act. Makes a technical change in a Section concerning livery of seizin.
Creates the State Facility Modification Review Act. Provides that the Department of Human Services, the Department of Corrections, or the Department of Veterans' Affairs may not close a facility operated by that department or reduce the use of a facility operated by that department by more than a specified amount without approval by the General Assembly. Provides that a proposal for such a closure or reduction must be submitted to the General Assembly and must include certain supporting documents. Effective immediately.
Amends the Mobile Home Park Act. Provides for a minimum separation from one mobile home to another mobile home for mobile homes located on sites constructed on or before July 1, 1998. Provides requirements for a minimum separation adjacent to the sides of every mobile home for mobile homes located on sites constructed after July 1, 1998. Provides that when a mobile home is removed from a site for repairs and then replaced on the site or when a mobile home on a site is replaced by another mobile home on the site, the site shall not be deemed to be a newly constructed site and shall be governed by the standards in effect at the time the site was originally constructed. Limits the concurrent exercise of home rule powers.
