SCH CD-SUICIDE PREVENTION

Amends the School Code. Provides that in addition to other topics at in-service training programs, school guidance counselors, teachers, principals, and other school personnel who work with pupils in grades 7 through 12 shall be trained for at least 2 hours in suicide prevention and to identify the warning signs of suicidal behavior in adolescents and teens and shall be taught appropriate intervention and referral techniques. Provides that the education may be accomplished through self-review of suitable suicide prevention materials. Effective immediately.

SCH CD-PRGRM FUND-REMOVE TIME

Amends the School Code. Deletes language providing that before July 1, 2006 and after June 30, 2010, the State Board of Education shall provide the primary source of funding through appropriations for the grants for preschool educational program and the funds shall be distributed for the benefit of children who because of their home and community environment are subject to such language, cultural, economic and like disadvantages that they have been determined as a result of screening procedures to be at risk of academic failure. Deletes language that provides that screening procedures shall be based on criteria established by the State Board of Education. Removes the date restrictions of July 1, 2006 through June 30, 2010 on the requirement that the State Board of Education shall provide the primary source of funding through appropriations for the program. Effective immediately.

MEDICAID-HEALTH CARDS

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that beginning July 1, 2010, the Department shall annually, instead of monthly, issue a health card to individuals suffering from a permanent physical disability. Defines "permanent physical disability" to mean a permanent physical impairment, resulting from disease, injury, functional disorder, or congenital condition which renders a person incapable of adequately providing for his or her own health and personal care. Effective July 1, 2010.

HOSP PATIENT BATHROOM DOOR LOC

Amends the Hospital Licensing Act. Provides that hospitals shall have policies and procedures for readily gaining access to a locked bathroom in a patient's room.

LINE OF DUTY-FIREMEN

Amends the Line of Duty Compensation Act. Provides that the person filing a claim for compensation under the Act for a fireman killed in the line of duty shall have access, on a timely basis and in an efficient manner, to all information related to the court's consideration, processing, or adjudication of the claim. Includes in the definition of "eligible late claimant" persons filing a claim for compensation under the Act for a fireman killed in the line of duty.

CIV PRO-FORECLOSURE-MILITARY

Amends the Code of Civil Procedure. Provides that in addition to any rights and obligations under the federal Servicemembers Civil Relief Act, whenever it is determined in a foreclosure proceeding that the mortgagor defendant is a person who was deployed to a combat or combat support posting while on active military duty within the previous 12 months, the court must stay the proceedings for a period of 90 days. "Active military duty" means service on active duty as a member of the Armed Forces of the United States, the Illinois National Guard, or any reserve component of the Armed Forces of the United States.
