Amends the Liquor Control Act of 1934. Specifies that any person having been licensed as a manufacturer shall be permitted to receive one retailer's license for the premises in which he or she actually conducts such business, permitting only the retail sale of beer manufactured at such premises and only on such premises. Effective immediately.

Amends the Illinois Insurance Code in the provisions concerning autism spectrum disorders, habilitative services for children, and mental and emotional disorders to provide that certain coverage provided under those respective provisions through a group or individual policy of accident and health insurance or managed care plan shall be subject to the parity requirements of the provision concerning mental health parity. Sets forth a provision concerning mental health parity. Provides that every insurer that amends, delivers, issues, or renews a group policy of accident and health insurance in the State providing coverage for hospital or medical treatment and for the treatment of mental, emotional, nervous, or substance use disorders or conditions shall ensure adherence to the provisions concerning financial requirements and treatment limitations. Sets forth provisions concerning aggregate lifetime and annual limits. Amends the Health Maintenance Organization Act to comport with the provision of the Illinois Insurance Code concerning mental health parity. Makes other changes. Effective immediately.

Amends the Criminal Code of 1961. Provides that unlawful use or possession of a weapon by a felon who is not confined to a penal institution or who is on parole or mandatory supervised release is an offense for which the person shall receive a mandatory sentence of imprisonment.

Amends the Illinois Optometric Practice Act of 1987. Changes the definition of "ocular pharmaceutical agents" to mean any pharmaceutical agent or other substance germane to the treatment of the eye or its adnexa, except oral steroids. Provides that oral carbonic anhydrase inhibitors may be prescribed only in a quantity sufficient to provide treatment for up to 72 hours. Removes a provision concerning the Secretary of Financial and Professional Regulation notifying the Director of Public Health as to the categories of ocular pharmaceutical agents permitted for use by an optometrist.

Amends the Illinois Vehicle Code. Adds vehicles of the Office of the Illinois State Fire Marshal to the definition of authorized emergency vehicle. Provides that vehicles of the Office of the Illinois State Fire Marshal may use oscillating, rotating, or flashing lights. Effective immediately.

Nominates Judith C. Rice to be a Democrat member of the State Board of Elections.
