Amends the Illinois Insurance Code. In provisions concerning pharmacy benefit manager contracts, provides that a pharmacy benefit manager must not reimburse a pharmacy or pharmacist for a prescription drug or pharmacy service in an amount less than the national average drug acquisition cost for the prescription drug or pharmacy service at the time the drug is administered or dispensed, plus a professional dispensing fee of $10.49. Provides that, if the national average drug acquisition cost is not available at the time a drug is administered or dispensed, a pharmacy benefit manager may not reimburse in an amount that is less than the wholesale acquisition cost of the drug, plus a professional dispensing fee of $10.49.

Amends the Cemetery Maintenance District Act. Provides that, on January 1, 2027, all cemetery associations in the State shall be incorporated as cemetery maintenance districts subject to the Act. Provides that the initial territory incorporated in a district shall be the land the cemetery association operated as a cemetery on the effective date of the amendatory Act. Amends the Cemetery Association Act to make conforming changes. Repeals the Cemetery Association Act on January 1, 2028. Effective immediately.

Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Department of Public Health shall issue an annual Freestanding Emergency Center license to a facility if the facility complies with specified requirements, except that: (i) the Freestanding Emergency Center may be located in a municipality with a population greater than 50,000 inhabitants and (ii) the Freestanding Emergency Center may, if operated as provider-based under specified federal regulations, describe itself or hold itself out to the general public as a hospital emergency department in its advertising and marketing activities.

Amends the Digital Assets and Consumer Protection Act. Makes changes to defined terms. Provides that the Act does not apply to a person whose digital financial asset business activity with, or on behalf of, residents is reasonably expected to be valued, in the aggregate, on an annual basis at $5,000,000 or less, measured by the United States dollar equivalent of digital financial assets. Requires the Department of Financial and Professional Regulation to approve, conditionally approve, or deny any license application within 120 days after receipt of a completed application. Replaces provisions concerning renewal applications with annual reporting requirement provisions. Provides that the transition period under which covered persons and covered exchanges are not considered in violation of certain provisions ends January 1, 2028 (instead of January 1, 2027). Provides that rules adopted under the Act do not take effect earlier than January 1, 2027 (instead of January 1, 2026). Effective immediately.

Amends the Counties Code. Provides that, beginning January 1, 2027, every county with a population over 600,000 shall create a tourism and convention bureau. Provides that a tourism and convention bureau shall have the same powers and duties as a tourism and convention bureau created under the Tourism Preservation and Sustainability District Act, except that the tourism and convention bureau shall immediately be eligible for State tourism dollars and grant funding. Provides that the governing body of the tourism and convention bureau shall consist of a board of 25 members. Provides that the county board shall appoint the members of the board. Provides that the members of the board of the tourism and convention bureau shall elect the leader of the board of the tourism and convention bureau by simple majority. Effective immediately.

Amends the Counties Code and the Illinois Municipal Code. Provides that, beginning January 1, 2028, the sheriff of each county and the corporate authorities of each municipality shall: (1) equip every patrol vehicle with a choking rescue device and (2) provide for every deputy or police officer to receive training to administer a choking rescue device from specified entities. Defines "choking rescue device".

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, in Fiscal Year 2027 and thereafter, the Department of Commerce and Economic Opportunity shall require that any convention and tourism bureau receiving a grant from the Local Tourism Fund that requires matching funds shall provide matching funds equal to no less than 25% of the grant amount (currently, no less than 40% of the grant amount). Amends the Hotel Operators' Occupation Tax Act and the Illinois Sports Facilities Authority Act. Makes changes concerning the distribution of moneys under those Acts. Effective immediately.

Amends the Charitable Games Act. Provides that noncash prizes shall be of nominal value or be donated to the organization conducting the game. Provides that civil penalties imposed under the Act shall not exceed $500 for each separate violation committed during the first event and $1,500 for each separate violation committed at subsequent events. Effective immediately.

Creates the Access and Functional Needs Individual Registry Act. Directs the Secretary of State to establish the access and functional needs individual registry in consultation with local emergency management agencies, with certain requirements. Provides for privacy and security and the responsibilities of public safety partners. Requires annual reporting by the Secretary of State to the Governor and the General Assembly. Provides for funding and rulemaking. Declares a purpose and defines terms. Effective immediately.

Amends the Video Gaming Act. Prohibits a home rule unit of local government with a population of over 1,000,000 from enforcing any local ordinance passed prior to the effective date of the amendatory Act prohibiting the operation of video gaming terminals within the corporate limits of the municipality. Prohibits a home rule unit of government with a population of over 1,000,000 from imposing any fee for the operation of a video gaming terminal in excess of $250 per year.
