Amends the Public Community College Act. Provides that for Lincoln Land Community College the election of board of trustee members shall be by trustee district rather than at large beginning with the consolidated election in 2005. Provides that the term of each trustee elected before the effective date of the amendatory Act shall end on the date that the trustees elected in 2005 are officially determined. Provides for 4-year and 2-year terms (rather than 6). Makes related changes.
Makes appropriations to the Board of Trustees of the State Universities Retirement System and to the Community College Health Insurance Security Fund for fiscal year 2004. Effective July 1, 2003.
Amends the The Department of Revenue Law of the Civil Administrative Code of Illinois. Provides that the Department of Revenue may adopt rules to mandate the electronic filing of any return or document required to be filed under any Act administered by the Department except for individual or estate returns filed under the Illinois Income Tax Act. Effective on July 1, 2004.
Makes appropriations to the Department of Veterans' Affairs for the fiscal year beginning July 1, 2003. Effective July 1, 2003.
Amends the Assisted Living and Shared Housing Act. Eliminates a provision restricting an assisted living establishment's employment of health care professionals in connection with prohibited acceptance of persons for residency in such an establishment if they require intravenous therapy or certain other health care services.
Creates the Illinois Opportunity Fund Act. Contains provisions intended to increase the availability and facilitate the delivery of institutional venture capital to emerging and expanding enterprises in the State of Illinois. Defines the role of the Department of Commerce and Economic Opportunity. Creates the Illinois Opportunity Fund and provides for the creation of the Illinois Capital Investment Corporation. Amends the State Finance Act to create the Illinois Opportunity Special Projects Fund. Amends the Illinois State Auditing Act to authorize audits of the Corporation and the Fund. Contains other provisions. Effective immediately.
Makes appropriations to the Illinois Sports Facilities Authority for the fiscal year beginning July 1, 2003. Effective July 1, 2003.
Amends the School Code. Creates the Professional Teacher Standards Board consisting of 11 members appointed by the Governor to administer the Article of the School Code governing the certification of teachers and other certificated school personnel and the approval of teacher and administrator preparation programs. Gives the Professional Teacher Standards Board all powers and duties currently exercised by the State Board of Education and the State Teacher Certification Board with respect to administration of the certification and program approval process, and abolishes the State Teacher Certification Board. Authorizes the Professional Teacher Standards Board to employ an Executive Director and such other staff members as are necessary to exercise its powers and duties and carry out its functions. Provides that a Standard Certificate may be renewed based on proof of professional development (instead of on proof of continuing education or professional development). Makes other changes. Effective July 1, 2003.
Amends the Personnel Code. Makes technical changes in a Section concerning the short title.
