Amends the Illinois Pension Code. Makes a technical change in a Section concerning the short title of the Code.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning definitions.
Amends the Illinois Vehicle Code. Provides that it is a factor in aggravation of driving under the influence to do so while transporting passengers of any age in a school bus or vehicle for-hire.

Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Illinois Transparency and Accountability Portal shall provide direct access to a database of all current State grants, sorted by grantee name, awarding agency, grant value, and the purpose for which the grant is awarded. Effective July 1, 2014.
