Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning preservation of evidence for forensic testing.

Resolves that certain State funds (names 35 funds) are too important to the wellbeing of the citizens of Illinois to be swept and no member of the General Assembly supports taking money from these funds for budgetary relief.
