Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that notwithstanding any provision to the contrary, medical assistance recipients utilizing emergency rooms for non-emergency services shall be required to pay the maximum co-payment permitted by federal law. Effective immediately.
Amends the Illinois Insurance Code. In a definition of "uninsured motor vehicle", includes a motor vehicle to which a bodily injury liability bond or policy applies at the time of the accident but the limit of the policy has been reduced by payments to other persons, resulting from the same accident, to an amount less than the limits for bodily injury or death set forth in the Illinois Vehicle Code.
Amends the Private Sewage Disposal Licensing Act. Creates a provision that provides that any rulemaking adopted after the effective date of the amendatory Act may not take effect until January 1, 2012. Repeals the provision on December 31, 2012. Effective immediately.
Amends the Illinois Income Tax Act. Provides that a taxpayer may carry forward a tax refund to the following taxable year. Provides that income tax return forms shall contain appropriate explanations and spaces to enable the taxpayer to elect to carry forward their refund to the following taxable year.
Amends the Illinois Vehicle Code. Provides for the issuance of Combat Infantry Badge license plates to persons who have earned the Combat Infantry Badge from the U.S. Army. Provides that the applicant shall pay an additional fee of $15 for original issuance of the plates, to be deposited into the Secretary of State Special License Plate Fund.
Amends the Whistleblower Act. Adds to the definition of "employee" any person licensed by the Department of Financial and Professional Regulation.
Congratulates the members of the Calhoun County Farm Bureau on the occasion of the organization's 90th anniversary.
