Amends the Illinois Public Aid Code. Provides that under the Medicaid program, the Department of Healthcare and Family Services shall reimburse psychiatrists for mental health services they provide, as authorized by Illinois law, to recipients via telepsychiatry. Requires the Department to adopt rules establishing a method to reimburse providers for mental health services provided by telepsychiatry. Provides that the reimbursement methodology for mental health services provided by telemedicine shall be comparable to the reimbursement methodology used by the Department for other services provided by telemedicine. Effective immediately.
Congratulates Fred Bradshaw for his many contributions to the rural economic development of western Illinois and being honored by the College of Agricultural, Consumer and Environmental Sciences (ACES) and the ACES Alumni Association at the University of Illinois at Urbana-Champaign.

Amends the University of Illinois Act. Provides that for the benefit of the children of persons who served in the armed forces of the United States during specified periods of hostilities, each county shall be entitled, annually, to a total of 5 honorary scholarships in the university (instead of one scholarship for each specified period of hostility). Adds any time on or after September 11, 2001 and until Congress or the President orders that persons in service are no longer eligible for the Global War on Terrorism Expeditionary Medal to the list of periods of hostilities.
Amends the Freedom of Information Act. Provides that the monitoring location and reporting protocols related to the electronic monitoring of sexual predators are exempt from inspection and copying. Amends the Unified Code of Corrections. Provides for automated notification within 60 minutes to law enforcement agencies if the electronic monitoring system does not detect the location of a sexual predator subject to monitoring. Provides that the reporting protocols related to and monitoring location of a sexual predator must be secured through encryption to prevent computer tampering or access to the information other than by Department of Corrections employees who are involved in the electronic monitoring system.
