Appropriates $7,000,000 to the Department of Corrections for FY 2007 for the electronic monitoring of sexual predators as required by Public Act 94-988. Effective July 1, 2007.

Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.
Amends the Illinois Income Tax Act. Creates a credit, for taxable years ending on or after December 31, 2007, for taxpayers who operate a clean-coal-energy project in the State. Provides that the amount of the credit is an amount equal to the costs of that operation, but not to exceed $50,000. Defines "clean-coal-energy project" to include any project that employs the use of clean-coal technology, any coal-gasification project, and any project to provide pollution-control technology for existing coal plants. Provides that the credit may be carried forward for 5 years. Exempts the credit from the Act's sunset provisions. Effective immediately.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides an exemption from taxation under the Acts for tangible personal property used in the construction, maintenance, or operation of a public water supply that is operated by a not-for-profit entity. Provides that the Acts' sunset provisions do not apply to these exemptions.
Amends the Illinois Finance Authority Act. Provides that, for the purposes of a Section providing certain financing benefits to livestock operations, specialized livestock operations include livestock operations using anaerobic digestors to generate electricity.
Amends the State Police Act. Provides that a requirement that a State Police applicant have certain collegiate educational requirements is deemed to be satisfied if the applicant has been honorably discharged and has an Afghan or Iraqi campaign medal awarded after September 11, 2001 by one of the United States armed forces. Effective immediately.
Amends the State Finance Act. Provides that the Act's administrative charge-back provisions do not apply to the Illinois Veterans Assistance Fund, the Illinois Veterans' Homes Fund, the LaSalle Veterans Home Fund, the Anna Veterans Home Fund, the Manteno Veterans Home Fund, the Quincy Veterans Home Fund, the John Joseph Kelly Home Fund, or the Illinois Veterans' Rehabilitation Fund. Provides that no transfers may be made under the State Finance Act from the Illinois Veterans Assistance Fund, the Illinois Veterans' Homes Fund, the LaSalle Veterans Home Fund, the Anna Veterans Home Fund, the Manteno Veterans Home Fund, the Quincy Veterans Home Fund, the John Joseph Kelly Home Fund, or the Illinois Veterans' Rehabilitation Fund, and provides that, if an amount is transferred from one of these funds, then the Comptroller shall immediately direct and the Treasurer immediately transfer an amount equal to the amount of that transfer from the General Revenue Fund to the fund from which the transfer was made. Effective immediately.
Amends the Department of Natural Resources (Conservation) Law, the Department of Transportation Law, the State Fire Marshal Act, and the Environmental Protection Act. Requires that the rulemaking processes of the Department of Natural Resources, the Department of Transportation, the State Fire Marshal, the Pollution Control Board, and the Environmental Protection Agency include a process for expediting the issuance of permits and licenses for clean coal projects. Authorizes these State agencies to engage the experts and additional resources that are reasonably necessary for implementing this expedited process. Sets forth that the applicant must request the use of the expedited process and that any additional costs shall be borne by the applicant. Effective immediately.
Proclaims March 23, 2007 as Earl C. Smith Day, recognizing his significant contributions to agriculture in the State of Illinois and the nation.
Amends the Fish and Aquatic Life Code. Requires the Department of Natural Resources to establish a one-year pilot project to stimulate the bulk harvest of Asian carp in the Illinois River and to increase the number of native fish. Requires coordination with commercial fishermen. Sets prices per pound. Contains other provisions. Repealed on January 1, 2010. Effective immediately.
