Amends the Election Code. Removes the requirements that a voter be informed that his or her ballot was undervoted for statewide constitutional officers; that a non-early voter be informed that his or her ballot was accepted or rejected; and that the voter be permitted to vote another ballot if his or her ballot was rejected or undervoted. Effective immediately.

Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning base income.
Amends the Illinois Pension Code. Provides that a retirement system or pension fund established under the Downstate Police or Downstate Firefighters Article may not acquire a security issued by an employer of employees covered by any retirement system or pension fund under those Articles, including itself, if immediately after such acquisition, the aggregate fair market value of all such employer securities held by the retirement system or pension fund exceeds 10% of the fair market value of the assets of the retirement system or pension fund. Effective immediately.
Urges the Governor, the Department of Transportation, and the General Assembly to maintain the current practice of distributing highway funds with ratio of 45% to northeastern Illinois and 55% to downstate Illinois.
Encourages the members of the Illinois congressional delegation to vote against the F-35 alternate engine appropriations measure.
Urges the United States Congress to place public safety communications infrastructure and supplies at the top of their stimulus package priority list and urges the United States Department of Defense to renew and increase its supply of essential equipment to Illinois public safety officers through the Law Enforcement Surplus Office (LESO).

Amends the Family Military Leave Act. Makes a technical change in a Section concerning the short title.
Amends the State Employees Group Insurance Act of 1971. Provides that the Local Government Health Insurance Reserve Fund is not subject to sweeps, administrative charges, or charge-backs, including but not limited to those authorized under Section 8h of the State Finance Act, or any other fiscal or budgetary maneuver that would in any way transfer any funds from the Local Government Health Insurance Reserve Fund into any other fund of the State. Effective immediately.
