Amends Public Act 98-27 and Public Act 98-50. Adds supplemental appropriations to the Department of Human Services, the Department of Public Health, the Department of Corrections, the Department of Juvenile Justice, and the Department of Natural Resources for personal services and State contributions to Social Security. Effective immediately.

INS CD-CHILD SCREENING

Amends the Illinois Insurance Code. Provides that no group health insurance policy providing hospital or medical expense benefits for groups with more than 50 persons shall be delivered, issued, executed, or renewed in this State or approved for issuance or renewal in this State, unless the policy provides benefits to any named insured or other person covered in the policy for expenses incurred in (1) screening by blood lead measurement for lead poisoning for children, including confirmatory blood lead testing and medical evaluation and any necessary medical follow up and treatment for lead-poisoned children; (2) all childhood immunizations as recommended by the Advisory Committee on Immunization Practices of the U.S. Public Health Service and the Department of Public Health; and (3) screening for newborn hearing loss by appropriate electrophysiologic screening measures and periodic monitoring of infants for delayed onset hearing loss. Sets forth requirements concerning the coverage. Makes conforming changes in the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, and the Voluntary Health Services Plans Act.

CMS-SELL STATE VEHICLES

Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that all State-owned vehicles that were reported in the Performance Audit of the Department of Central Management Services' Operation of the State Vehicles Fleet released by the Office of the Auditor General in November 2011 to have been driven 7,000 miles or less in Fiscal Year 2010 or that have an odometer reading of 7,000 miles or less on the effective date of the amendatory Act are deemed surplus and shall be sold using a competitive sealed bid method of sale on or before July 1, 2013. Provides that proceeds from the sale of those vehicles shall be deposited into the General Revenue Fund. Provides that those provisions do not apply to police or emergency vehicles. Effective immediately.

UTIL SELF-DIRECTED CUSTOMERS

Amends the Public Utilities Act. Provides that energy efficiency and demand-response measures do not apply to self-directed customers. Provides that a self-directed customer is a customer of an electric utility whose total highest 30 minute demand aggregated for all of that customer's facilities within a utility service area was more than 10,000 kilowatts or whose annual aggregated usage is 500,000,000 kilowatt hours or more in this State and who complies with certain provisions. Provides that the criteria for determining qualification as a self-directing customer shall be based on the most recent 12 consecutive billing periods prior to the customer's initial application for designation as a self-directing customer. Provides that the provisions regarding self-directed customers will no longer be applicable after January 1, 2021.

INC TX-APPRENTICE CREDIT

Amends the Illinois Income Tax Act. Creates a credit for wages paid pursuant to a qualified apprenticeship program. Provides that a "qualified apprenticeship program" means an apprenticeship program in manufacturing, plastics, or construction trades that is certified by the Department of Commerce and Economic Opportunity and at least 4 years in duration. Provides that the credit may not exceed the lesser of (i) 50% of the wages paid by the taxpayer to each apprentice during the taxable year or (ii) $4,800 per apprentice. Provides that the credit may be carried forward for 5 taxable years. Provides that the credit is exempt from the Act's automatic sunset provision. Effective immediately.

GA COMPENSATION-PER DIEM

Amends the General Assembly Compensation Act. Provides that, beginning July 1, 2013, a member shall not be entitled to any allowance for lodging and meals but shall, upon providing certain documentary evidence, be entitled to be reimbursed for actual expenses that he or she incurs for lodging and meals on sessions days of the General Assembly up to $111 per session day. Also makes technical changes. Effective immediately.

WIRELESS TELEPHONE PRIVACY ACT

Creates the Wireless Telephone Customer Privacy Act. Prohibits the disclosure of customer proprietary network information. Defines terms. Provides exemptions for disclosure pursuant to law. Provides that a violation is a Class 2 felony. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a violation of the Wireless Telephone Customer Privacy Act is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act.

INS CD-WORKERS' COMP-RATES

Amends the Illinois Insurance Code. Provides that with respect to employers correctly classified within the construction industry, the amount charged to the insured for workers' compensation and employers' liability insurance shall be based upon hours worked by employees in specific job categories or classifications, not the wages or salaries paid to the employees. Makes technical and grammatical changes.
