Congratulates the Decatur Catholic Athletics 8th grade girls volleyball team, the Bulldogs, on winning the Illinois Elementary School Association 2026 Class 2A State Championship.
Creates the Limitations on Facility Fees Act. Provides that no health care provider shall charge, bill, or collect a facility fee, except for: (i) services provided on a hospital's campus; (ii) services provided at a facility that includes a licensed hospital emergency department; or (iii) emergency services provided at a freestanding emergency center. Provides that, except as specified, no health care provider shall charge, bill, or collect a facility fee for: (i) outpatient evaluation and management services; or (ii) any other outpatient, diagnostic, or imaging services identified by the Department of Public Health. Requires the Department to annually identify services subject to the limitations on specified facility fees that may reliably be provided safely and effectively in settings other than hospitals. Sets forth provisions concerning reporting, rulemaking, and enforcement of the Act. Amends the Fair Patient Billing Act to make a conforming change. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that any person who violates the Limitations on Facility Fees Act commits an unlawful practice.
Amends the Counties Code and the Illinois Municipal Code. Provides that neither a county nor a municipality may impose a tax on businesses calculated based on the number of employees of the business. Effective immediately.
Amends the Unemployment Insurance Act. Provides that, with respect to a week of unemployment beginning on or after June 1, 2026, benefits shall be payable to an individual on the basis of wages for employment in other than an instructional, research, or principal administrative capacity performed for an educational institution or an educational service agency, as long as the individual is otherwise eligible for benefits. Effective immediately.
Amends the State Employees Group Insurance Act of 1971. Adds to the definition of "community college benefit recipient" a person who is receiving retirement income from a self-managed plan account under the State Universities Article of the Illinois Pension Code and who meets other requirements. Amends the State Universities Article of the Illinois Pension Code. In the definition of "retire" and "retirement", provides that a participant in the self-managed plan retires, and the participant's retirement begins, when the participant is eligible for retirement under the Article, and the Retirement System Reciprocal Act (Article 20 of the Code) if applicable, and the participant begins receiving retirement income from the participant's self-managed plan account.

Amends the Landlord and Tenant Act. Provides that a tenant of a residential lease whose residential unit, dwelling, or common areas in the tenant's building is in violation of any applicable health or safety codes because of the fault of the landlord may terminate a lease without penalty or liability by providing the landlord with at least 30 days' written notice. Provides that "fault of the landlord" also means a failure to timely remove any violation of applicable health or safety codes. Provides that on the death of the tenant or if there is more than one tenant, upon the death of all tenants, the landlord or the representative of the tenant's estate may terminate the lease upon at least 30 days' written notice to the other party. Provides that after the lease agreement was entered into, a tenant or the legal representative of a tenant who has been determined to need long-term, full-time care may terminate a residential lease without penalty or liability by providing the landlord with at least 30 days' written notice and include an explanation of the reason and expected length of time for the tenant's departure. Provides that on termination of the lease, if any rent payment was made in advance, the landlord must return any unearned portion and security deposit paid, except to the extent that there are actual damages or repairs to be paid from the security deposit as provided in the lease agreement. Prohibits any attempted waiver or waiver provision in a lease agreement of the right to terminate is null and void. Prohibits any lease provision or agreement requiring a longer notice period than required by the Act is null and void, unless the landlord and tenant or tenant's personal representative agree to modify other specific provisions of the Act. Provides that the amendatory Act applies to leases executed on or after its effective date.
Creates the Provenance Data Requirements Act. Provides that a generative artificial intelligence tool provider shall apply provenance data, either directly or through the use of third-party technology, to wholly-generated synthetic content generated by the provider's generative artificial intelligence tool. Sets forth additional requirements on generative artificial intelligence tool providers, large online platforms, and manufacturers of capture devices. Defines terms.
