WILDLIFE-VETERAN-FEES

Amends the Fish and Aquatic Life Code. Commencing with the 2012 license year, sets (i) the fishing license fee for resident veterans after returning from service abroad or mobilization by the President at one-half of the fishing license fee for residents and (ii) the sportsmen's combination license fee at one-half of the sportsmen's combination license fee for residents. Requires veterans to provide verification of their service. Authorizes the Department of Natural Resources to establish what constitutes suitable verification of service for the purpose of issuing these licenses to resident veterans at a reduced fee. Amends the Wildlife Code. Commencing with the 2012 license year, sets the hunting license fee for resident veterans after returning from service abroad or mobilization by the President at one-half of the hunting license fee for residents. Requires veterans to provide verification of their service. Authorizes the Department of Natural Resources to establish what constitutes suitable verification of service for the purpose of issuing hunting licenses to resident veterans at a reduced fee. Effective April 1, 2012.

PROCUREMENT-VETERANS

Amends the Illinois Procurement Code and the Criminal Code of 1961. Provides that the State shall set aside 5% each fiscal year of the State's total expenditures for contracts for award to service-disabled veteran-owned small businesses and other veteran-owned small businesses (now, provides that a Task Force shall be established to determine the appropriate percentage goal for award each fiscal year of the State's total expenditures for contracts to service disabled veteran-owned businesses). Requires State agencies to appoint advocates to encourage and coordinate participation in State procurement activities by veteran-owned small businesses. Provides that any person who fraudulently obtains or retains, willfully makes a false statement for the purposes of influencing, or willfully obstructs or impedes the investigation of certification as a service-disabled veteran-owned small business or veteran-owned small business commits a class 2 felony and shall be suspended from bidding on any State contract for 3 years. Establishes criminal penalties for other related offenses. Makes other changes. Effective July 1, 2011.

VEH CD-TRUCK SPEED LIMITS

Amends the Illinois Vehicle Code. Provides that speed limits for first and second division vehicles on 4-lane highways outside the counties of Cook, DuPage, Kane, Lake, McHenry, and Will shall be uniform. Effective January 1, 2012.

CRIM CD-MINOR-FIREARM-PREEMPTS

Amends the Criminal Code of 1961 relating to the provision concerning a minor under 14 years of age's access to firearms. Provides that this provision concerning the regulation of the storage of firearms is an exclusive power and function of the State. Provides that a unit of local government, including a home rule unit, may not regulate the storage of firearms.
