USE/OCC TAX-MOTOR FUEL SUSPEND

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning on July 1, 2012 and through December 31, 2012, with respect to motor fuel and gasohol the tax under the Acts is imposed at the rate of 1.25% (now, 6.25%). Effective immediately.

EPA-PERMITS-MODIFICATIONS

Amends the Environmental Protection Act. Requires the Illinois Environmental Protection Agency, without public notice, to provide permit applicants with an opportunity to review and comment on draft permits. Authorizes the Agency, without public notice, to modify draft permits. Requires the Agency, to the maximum extent possible, to issue general (rather than site-specific) air permits. Requires the Agency to expedite NPDES permit renewals if certain requirements are met. Authorizes the Illinois Pollution Control Board to adopt rules providing for the issuance of air permits by rule, if it deems that a class of facilities or equipment does not "make a significant contribution of air contaminants to the atmosphere". Requires the Agency to issue permits to the owners or operators of facilities or equipment meeting the requirements of the rules adopted by the Board. Requires the Agency to create common company identification numbers to be used agency-wide to refer to companies that do business in the State. Requires the Agency to create a permit streamlining unit.

IFA-NATURAL GAS LOAN GUARANTEE

Amends the Illinois Finance Authority Act. Creates the Rural Natural Gas Expansion Loan Guarantee Program. Authorizes the Illinois Finance Authority to issue State Guarantees to lenders for loans to agribusinesses for the purpose of expanding or increasing capacity of natural gas lines for their agribusiness. Provides that lenders shall apply for the State Guarantees on forms provided by the Authority. Provides that the lender must agree to charge an interest rate, which may vary, that the Authority determines to be below the market rate of interest generally available to the agribusiness. Provides that a State Guarantee shall not exceed $5,000,000 per agribusiness. Provides that the Illinois Farmer and Agribusiness Loan Guarantee Fund may be used to secure State Guarantees.

METH CONTROL-METH LAB

Amends the Methamphetamine Control and Community Protection Act. Provides that whenever a State or local law enforcement agency becomes aware that an inhabitable property has been contaminated by its use as a clandestine methamphetamine drug lab, the agency shall report the contamination to the Department of State Police and to the local public health officer. Provides that the Department of State Police shall maintain a list of inhabitable property that has been reported as contaminated, and the list must be made available to the public through a website. Provides that the property shall be removed from the list when the contamination has been removed. Provides that once an inhabitable property has been removed from the list, a property owner, landlord, or real estate agent is not required to report or otherwise disclose the past contamination.

FINANCE-SPECIAL FUND SWEEP

Amends the State Finance Act. Provides that no special fund shall be subject to sweeps, administrative charge-backs, or any other fiscal or budgetary maneuver that would in any way transfer any amounts from a special fund into any other fund of the State. Effective immediately.

INC TX-VET CHILD CARE CREDIT

Amends the Illinois Income Tax Act. Creates a tax credit for a taxpayer who: (i) is allowed the federal Child and Dependent Care Credit; and (ii) is a member or spouse of a member of the Armed Forces of the United States, the Illinois National Guard, or any reserve component of the Armed Forces of the United States, who was deployed during the taxable year on active military duty outside the United States and its territories. Provides that the amount of the credit is the lesser of $1,000 or the amount of the federal tax credit. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.

FINANCE-CONSERVATION FUND

Amends the State Finance Act. Provides that conservation practice cost-share grants from the Partners for Conservation Fund may be made to livestock operations. Effective July 1, 2012.

CRIMES AGAINST POLICE ADVISORY

Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Creates the Crimes Against Police Officers Advisory. The Crimes Against Police Officers Advisory provides for the rapid dissemination of information concerning a crime of violence committed against a police officer or peace officer. Provides that the Crimes Against Police Officers Advisory is a regional system. Specifies the requirements of the alert system. Provides that the AMBER Plan Task Force shall serve as the task force for the Crimes Against Police Officers Advisory. Requires that the Child Safety Coordinator also serve as the Crimes Against Police Officers Coordinator. Amends the Missing Persons Identification Act. Requires that local law enforcement agencies provide for the prompt use of the Crimes Against Police Officers Advisory in appropriate cases.
