Amends the Illinois Income Tax Act. Reinstates the training expense credit for tax years ending on or after December 31, 2013 and on or before December 30, 2023. Increases the amount of the credit from 1.6% of training expenses to 2% of training expenses. Provides that the training expense credit earned on or after December 31, 2013 may be carried forward. Effective immediately.

Amends the Illinois Highway Code and the Illinois Vehicle Code. Provides that highway commissioners may not permanently close, vacate, or reduce the weight limit on any road or portion thereof without the written approval of themselves, the county superintendent of highways, and the elected board associated with that road district. Effective immediately.
Amends the Illinois Income Tax Act. Creates an agriculture credit in an amount equal to 1.5% (for taxable years beginning on or after January 1, 2014 and prior to January 1, 2016) or 2.25% (for taxable years beginning on or after January 1, 2016) of the taxpayer's eligible qualified production activities income for the taxable year.
Amends the Department of Human Services Act. Makes a technical change in a Section concerning the legislative purpose of the Act.
Amends the Illinois Vehicle Code. Provides that until May 1, 2014, vehicle weight limits do not apply to a commercial motor vehicle used primarily in the transportation of propane winter heating fuel. Provides that a vehicle is not permitted to cross a bridge with posted weight restrictions if the vehicle exceeds the posted weight limit. Effective immediately.
Amends the Illinois Pesticide Act. Provides that an applicant under the Act who has been certified shall be required to apply for a license or pesticide dealer registration on or before October 31 of each year. Provides that failure to apply for a license or pesticide dealer registration on or before October 31 of each year shall void the certification. Effective immediately.
Amends the Wildlife Code. Makes a technical change in a Section concerning the short title.

Amends the Illinois Finance Authority Act. Provides that loans for the purchase of fire trucks or brush trucks may not exceed $350,000 (now, $250,000) to any fire department or fire protection district. Effective immediately.
Amends the Illinois Dental Practice Act. Adds a provision that allows dentists with the appropriate training to administer vaccinations to patients 10 years of age and older pursuant to a valid prescription or standing order of a physician. Provides that vaccinations may only be administered for influenza, hepatitis B, HPV, and shingles. Effective immediately.
