Amends the Meat and Poultry Inspection Act. Makes a technical change in a Section concerning definitions.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the definition of "telecommunications carrier".
Amends the Private Sewage Disposal Licensing Act. Defines "off-lot discharging private sewage disposal system". Provides that every owner of an off-lot discharging private sewage disposal system must file a "Notice of Intent" with the Department of Public Health to allow coverage of the system under the blanket National Pollutant Discharge Elimination System (NPDES) permit of the State. Effective immediately.
Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.
Amends the Charter Schools Law of the School Code. Under specified circumstances, allows for a maximum of 5 additional charter schools exclusively for truants or dropouts in Chicago if the limit on the number of charter schools that may operate at any one time in the rest of the State has not been reached. Provides that if any of the additional charter schools are not used exclusively for truants or dropouts, then the State Board of Education shall withhold and the charter school shall forfeit all State funding designated for that school.
Amends the Data Security on State Computers Act. Provides that the definition of "Agency" does not include public universities or their governing boards. Requires the governing board of each public university in this State to implement and administer the provisions of the Act with respect to State-owned electronic data processing equipment utilized by the university. Provides that the governing board shall implement a policy to mandate that all hard drives of surplus electronic data processing equipment be cleared of all data and software before being prepared for sale, donation, or transfer by following certain requirements. For purposes of the Act and any other State directive requiring the clearing of data and software from State-owned electronic data processing equipment prior to sale, donation, or transfer by a public university, provides that the governing board of the university shall have and maintain responsibility for the implementation and administration of the requirements for clearing State-owned electronic data processing equipment utilized by the university. Effective immediately.
Creates the Tree Expert Licensing Act. Provides for the licensure of tree experts by the Department of Agriculture. Establishes the Tree Expert Licensing Board. Sets forth powers and duties of the Department and the Board, licensure requirements, grounds for discipline, penalties for violation of the Act, and administrative procedure. Includes provisions concerning exemption from the Act. Limits home rule powers. Amends the Regulatory Sunset Act to set a repeal date of January 1, 2019 for the new Act. Amends the State Finance Act to establish the Tree Expert Licensing Fund. Effective immediately.
Amends the Fire Protection District Act. Allows a district to impose a development impact fee by ordinance, resolution, or development agreement to: undertake capital developments or capital improvements; acquire land; make improvements to roads, buildings, or other property; acquire equipment; or pay for additional personnel. Sets forth considerations in determining the amount of the impact fee. Makes other changes.
