NURS HM-PRIVACY OF RECORDS

Amends the Nursing Home Care Act. Provides that a resident and relatives of a resident have the right to keep their medical records private. Provides that if a facility closes, the owner of the facility may be held liable if a resident's medical records are not correctly transferred to (i) another facility, (ii) the resident, or (iii) the resident's relative or guardian. Provides that a facility that has violated or compromised the privacy of a resident's medical record shall be subject to the same penalties as those imposed under the federal Health Insurance Portability and Accountability Act. Effective immediately.

MARRIAGE ACT-JOINT CUSTODY

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that there shall be a presumption in favor of joint custody, provided that both parents agree to that custody arrangement. Effective immediately.

HIGH ED-INCREASE MAP GRANT AMT

Amends the Higher Education Student Assistance Act. Increases the maximum Monetary Award Program grant for full-time undergraduate students to $5,316 (from $4,968) and for part-time undergraduate students to $2,658 (from $2,484). Effective July 1, 2003.
