Amends the State Forest Act. Makes a technical change in a Section concerning forest designations.

Amends the Conversion and Formation of School Districts Article of the School Code. Requires the General Assembly to appropriate a sufficient amount each fiscal year to fully fund the payments required to be made under a Section concerning incentives. Effective immediately.

Designates the Centennial Bridge in Rock Island as the "Master Sgt. Stanley W. Talbot Memorial Bridge".

Amends the Criminal Code of 2012. Makes a technical change in a Section concerning extended statutes of limitations.

Amends the Illinois Certified Shorthand Reporters Act of 1984. Requires the Department of Financial and Professional Regulation or a designated testing service to administer the examination for certified shorthand reporters at least 5 times per year. Requires applicants to demonstrate, at a minimum, the ability to record and transcribe general dictation at 200 words per minute for 5 minutes at 85% accuracy and testimony in 2 voices at 225 words per minute for 5 minutes at 85% accuracy.

Amends the Home Repair and Remodeling Act in relation to repairs made following a loss occurrence. Provides that a loss occurrence includes a property and casualty loss in addition to weather-related losses.

Amends the Illinois Vehicle Code. Provides that during a declared harvest season emergency, the Governor may waive a vehicle's registered weight limitation and set a divisible load weight limit not to exceed 10% of a vehicle's registered gross weight, provided that the vehicle's axle weight and gross weight do not both exceed 10% above the statutorily required maximum limits. Provides that local authorities may waive special permit requirements during harvest season emergencies, and set a divisible load weight limit not to exceed 10% of a vehicle's registered gross weight, provided that the vehicle's axle weight and gross weight do not both exceed 10% above the statutorily required maximum limits. Provides that the Governor's emergency harvest permit exemption and local authority permit exemptions shall apply to all registered vehicles, including vehicles used in private or for-hire movement of divisible load agricultural commodities in use during the declared time period. Provides that provisions concerning the Governor's emergency harvest permit exemption and local authority permit exemptions shall not apply to municipalities with a population of 2,000,000 or more inhabitants. Makes conforming changes.

Amends the Illinois Lottery Law. Prohibits the Department of the Lottery from publicly disclosing the identity of any person awarded a prize, except upon written authorization of that person. Effective immediately.

Amends the Cannabis Control Act. Makes a technical change in a Section concerning the industrial hemp pilot program.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to provide medical assistance coverage for diabetes education provided by a certified diabetes education provider for children with Type 1 diabetes who are under the age of 18. Defines "certified diabetes education provider" to mean a professional who has undergone training and certification under conditions approved by the American Association of Diabetes Educators or a successor association of professionals. Defines "Type 1 diabetes" to have the same meaning ascribed to it by the American Diabetes Association or any successor association. Requires the Department to establish a 2-year countywide Medicaid Pilot Program for Diabetes Self-Management Training that covers consultation sessions on blood glucose monitoring, dietary restrictions and options, lifestyle modification, family and community support roles, early appropriate insulin or other medication initiation and administration, and awareness of specific disease-related conditions including hypoglycemia. Contains provisions concerning a reimbursement formula; required competencies for diabetes educators; education standards for diabetes educators; work experience; continuing education; and reporting requirements. Effective January 1, 2016.
