Rep. Jehan Gordon-Booth

Amends the Illinois Vehicle Code. Provides the maximum speed limit outside an urban district for any vehicle is (1) 70 miles per hour on any interstate highway; (2) 70 miles per hour for all or part of highways that are designated by the Department of Transportation, have at least 4 lanes of traffic, and have a separation between the roadways moving in opposite directions; and (3) 65 miles per hour for all other highways, roads, and streets. Provides that the counties of Cook, DuPage, Kane, Lake, McHenry, and Will may adopt ordinances establishing speed limits lower than these speeds. Permits the Department of Transportation and Toll Highway Authority to alter speed limits up to the new maximum speed limit (rather than up to 65 miles per hour).

Amends the Counties Code. Provides that any real property sold or conveyed by the joint regional planning commission must be appraised by a licensed and certified appraiser, and the appraisal shall be available for public inspection. Sets forth the contract requirements concerning the purchase of real property by the commission. Effective immediately.

Amends the School Code. Provides that any school district with an enrollment of less than 750 students shall be dissolved and its territory annexed by the regional board of school trustees upon the filing of a petition. Provides that if, pursuant to petition, all of the territory of a district is to be annexed to another district, then the annexing district and the annexed district need not be contiguous if certain requirements are met and documented. Provides that 2 or more school districts not contiguous to each other, each of which has an enrollment in grades 9 through 12 of less than 600 students, may jointly operate one or more cooperative high schools if certain requirements are met and documented. Provides that (i) any 2 or more entire elementary districts that are not contiguous, (ii) any 2 or more entire high school districts that are not contiguous, or (iii) any 2 or more entire unit districts that are not contiguous may be organized into a combined school district if certain requirements are met and documented. Provides that if (1) a petition is filed for the reorganization of 2 or more school districts that requires a new school building to effectively educate students, (2) the change is granted and approved at an election, and (3) no appeal is taken, then, with the approval of the regional superintendent of schools, the change may become effective after one or more of the school districts have been awarded school construction grants; provides for the voiding of a petition. Makes other changes. Effective immediately.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Beginning January 1, 2014, extends benefits under the State's medical assistance program to persons aged 19 or older, but younger than 65, who are not otherwise eligible for medical assistance under the Code, who qualify for medical assistance under specified provisions of the Social Security Act, and who have income at or below 133% of the federal poverty level plus 5% for the applicable family size. Provides that the 4-year moratorium on the expansion of medical assistance eligibility through increasing financial eligibility standards shall not apply to this new class of persons. Provides that such persons shall receive coverage for the Health Benefits Service Package. Defines "Health Benefits Service Package". Provides that if Illinois' federal medical assistance percentage (FMAP) is reduced below 90% for persons eligible for medical assistance under the specified provisions, medical assistance eligibility for this new class of persons shall cease no later than the end of the third month following the month in which the reduction in FMAP takes effect. Effective immediately.

Amends the Regulatory Sunset Act. Extends the repeal of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 from January 1, 2014 to January 1, 2024. Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Makes changes to provisions concerning definitions, legislative intent, issuance of license, unlawful acts, exemptions, qualifications for licensure under the Act, training for private security contractors and employees, uniforms, consumer protection, inspection of facilities, renewal of licenses, employee requirements, employment requirements, requirement for a firearm control card and training, armed proprietary security forces, injunctive relief, discipline, submission to physical or mental examination, complaints, investigations, and hearings, suspension of licenses, restoration of licenses, unlicensed practice, the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Board, powers and duties of the Department of Financial and Professional Regulation, and confidentiality. Effective immediately.

Creates the General Assembly's Advisory Committee on Education Funding to conduct a thorough review of the existing distribution methods and expenditures of education funding and make recommendations to implement an education funding system.
