Proposes to amend the Legislature Article of the Illinois Constitution concerning the decennial redistricting of Legislative and Representative Districts. Provides that Legislative and Representative Districts shall each be drawn, in order of priority, (1) to be substantially equal in population; (2) to ensure that no citizen is denied an equal opportunity to participate in the political process and to elect representatives of his or her choice on account of race; (3) to create, where practical, racial coalition or influence Districts; (4) to be contiguous; and (5) to the extent practicable, to be compact. Effective upon being declared adopted.

Creates the Gateway to the Obama Center Act. Provides that the part of South Stony Island Avenue in Chicago that begins at 95th Street and ends at Obama Center is designated as the Gateway to the Obama Center.

Amends the Mobile Home Landlord and Tenant Rights Act. Prohibits a park owner from increasing rent more than 3% per year. Provides that a park owner may adjust rent annually, beginning in 2027, to reflect a percentage equal to the percentage change in the consumer price index-u during the preceding 12-month calendar year that may not be more than a 5% increase in the 3% cap. Provides that the amendatory Act may be referred to as the Mobile Home Tenant Protection Act.

Amends the Human Services Professional Loan Repayment Program Act. Provides that a recipient may receive an award through the Human Services Professional Loan Repayment Program for a maximum of 4 years. With regard to eligibility for the Program, requires, among other criteria, (i) an applicant to be a full-time employee for at least 24 consecutive months as a human services professional at the time of application, (ii) an applicant to remain a full-time employee as a human services professional in the same community-based human services agency for at least 12 months follow the initial application for (rather than after receiving) the grant, and (iii) an applicant seeking a renewal award to be employed by the same community-based human services agency at the time of application and to provide evidence of continuous employment for the 12 months preceding the application for renewal. Defines "human services agency". Makes other changes. Effective July 1, 2026.

Creates the Meaningful Human Control of Artificial Intelligence Act. Provides that a public employer, including a contractor or subcontractor of the public employer, shall not use or apply, or authorize any procurement, purchase, or acquisition of any service or system using or relying on any automated decision-making system, directly or indirectly, without meaningful and continuing human review when performing specified functions. Provides that an employer seeking to use or apply an automated decision-making system shall conduct an initial impact assessment and an additional impact assessments at least once every 2 years and prior to any material changes to the automated decision-making system. Sets forth provisions concerning anti-retaliation; enforcement by the Department of Labor; and private rights of action.

Amends the Unemployment Insurance Act. Provides that, with respect to a week of unemployment beginning on or after June 1, 2026, benefits shall be payable to an individual on the basis of wages for employment in other than an instructional, research, or principal administrative capacity performed for an educational institution or an educational service agency, as long as the individual is otherwise eligible for benefits. Effective immediately.

Amends the Illinois Controlled Substances Act concerning the Prescription Monitoring Program. Provides that interstate data sharing agreements shall be mutual. Provides that the Department of Human Services shall only share data if the reciprocal state provides equal access to data of the reciprocating state to all authorized users, licensed health care entities, and application vendors regardless of their method of connection to the Prescription Monitoring Program for interstate data sharing. Effective immediately.

Amends the Unified Code of Corrections. Deletes provision that the Department of Central Management Services shall contract with the qualified vendor who proposes the lowest per minute rate not exceeding 7 cents per minute for debit, prepaid, collect calls and who does not bill to any party any tax, service charge, or additional fee exceeding the per minute rate, including, but not limited to, any per call surcharge, account set up fee, bill statement fee, monthly account maintenance charge, or refund fee as established by the Federal Communications Commission Order for state prisons in the Matter of Rates for Interstate Inmate Calling Services, Second Report and Order, WC Docket 12-375, FCC 15-136 (adopted Oct. 22, 2015). Provides that the Department of Central Management Services shall contract with a qualified vendor for telephone services in which the cost of the service is not based on the number of telephone calls made. Provides that a committed person is entitled to make free telephone calls from the correctional institution or facility. Provides that neither the Department of Corrections nor its agents may adopt rules that charge a committed person per telephone call made. Provides that the Department of Corrections shall adopt rules determining the length of each call made by a committed person, how many times each day a committed person may make telephone calls, and may prohibit calls for illegal purposes.
