Creates the Methamphetamine Control Law Commission Act. Creates a Methamphetamine Control Law Commission to draft a Methamphetamine Control Act to address crimes involving methamphetamine, including, but not limited to, its illegal manufacture, delivery, and possession and the theft and purchase of methamphetamine precursors used to manufacture methamphetamine. Provides that the Commission shall present its findings and its draft of the Methamphetamine Control Act to the Governor and General Assembly by December 31, 2006. Provides that the Commission shall cease to exist one year after the effective date of the Act. Repeals the Methamphetamine Control Law Commission Act on July 1, 2007.

Amends the Freedom of Information Act. Exempts from inspection and copying photographs and video or audio recordings made pursuant to an autopsy, except as provided in the Autopsy Act. Amends the Autopsy Act. Provides that any person may inspect and examine original photographs or video or audio recordings of an autopsy performed pursuant to the Act. Provides that the public may not obtain copies of photographs or video or audio recordings of an autopsy and provides exceptions to the prohibition. Provides that a person who is denied access or restricted in his or her use of copies of photographs or video or audio recordings under the Section may commence a proceeding in circuit court. Requires a person initiating a proceeding to provide notice to certain parties. Provides that the Section does not apply to the use of autopsy photographs or video or audio recordings in a criminal, civil, or administrative proceeding. Provides penalties. Effective immediately.
Creates the Nurse Licensure Compact Act. Allows for reciprocity of licensure of licensed practical nurses and registered nurses among the states. Provides for administration of the Compact by the Nursing Act Coordinator. Provides that the licensing board shall participate in a Compact Evaluation Initiative designed to evaluate the effectiveness and operability of the Compact. Provides that the Compact does not relieve employers from complying with statutorily imposed obligations. Provides that the Compact does not supersede existing State labor laws. Amends the Nursing and Advanced Practice Nursing Act to make changes relating to the purposes of the Compact. Provides that the Department of Financial and Professional Regulation shall adopt any rules necessary for the implementation of this Act. Creates the Advanced Practice Registered Nurse Compact Act. Provides for recognition of the licensure/authority to practice of an advanced practice registered nurse among states. Provides guidelines concerning application, adverse actions, authority of licensing boards, compact administration, and immunity. Provides that the Secretary of Financial and Professional Regulation shall serve as the compact administrator for this State and provides for the termination of Illinois' participation in the compact under specified circumstances. Effective immediately.
Amends the Nursing Home Care Act. Requires that the State Long Term Care Ombudsman be provided with (1) a copy of a notice of involuntary transfer or discharge of a resident from a nursing home, (2) notice of the emergency removal of a resident from a nursing home, and (3) notice of the voluntary closing of a nursing hame. Provides that the State Long Term Care Ombudsman shall have the opportunity to file a request for a hearing with the Department of Public Health within 10 days following receipt of a written notice of the involuntary transfer or discharge of a resident by a nursing home. Effective immediately.
Urges the United States Congress to pass legislation substantially similar to House Bill 5809 (prohibiting a person at least 17 years of age by means of the Internet, from discussing actual or simulated sex acts with a child under 17 years of age or with one whom he or she believes to be a child).
Amends the Illinois Income Tax Act. Creates, for taxable years 2004 and 2005, an income tax deduction for individuals for cash contributions made by the taxpayer for the relief of victims in areas affected by the December 26, 2004 Indian Ocean tsunami. Provides that, at the election of the taxpayer, a cash contribution for tsunami relief made in January of 2005 may be treated as if the contribution were made on December 31, 2004. Effective immediately.
Amends the Emergency Medical Services (EMS) Systems Act. Provides that a county located in any of EMS Regions 1 through 6 that has a Level I trauma center may request reimbursement from the Trauma Center Fund for the cost of autopsies performed on patients from outside the county who died at the Level I trauma center. Provides that the reimbursement shall cover the actual cost of the autopsy. Effective immediately.
Creates the Blind Vendors Act. Provides that the Department of Human Services, Bureau of Blind Services, shall operate and promote the Business Enterprise Program for the Blind. Sets forth that the federal Randolph-Sheppard Act and the regulations adopted pursuant to that Act shall serve as the minimum standards for the operation of the Business Enterprise Program for the Blind. Provides that under the Program: (1) blind vendors have priority in the operation of all vending facilities on State property; (2) vending machine income from all vending machines on State property shall be assigned to the blind vendor on the property or to the Blind Vendors Trust Fund; (3) no State agency may impose any commission, service charge, rent, or utility charge on a blind vendor operating on State property; (4) sales made at a blind vendor's vending facility are exempt from all occupation and use taxes; and (5) State agencies may not allow competition with a blind vendor. Sets forth that the Bureau Director for the Bureau of the Blind and the Committee of Blind Vendors shall jointly develop regulations to ensure that priority is given to blind vendors in the operation of vending facilities on State property. Provides that the Department may provide for set-asides of the net proceeds of vending operations under certain conditions. Requires set-aside funds to be deposited in the Blind Vendors Trust Fund, a separate account managed by the Department for the State's blind vendors. Sets forth provisions for the distribution of vending machine income from vending machines on State property. Provides certain conditions for the licensing of blind vendors. Creates the Committee of Blind Vendors to jointly participate in the development and implementation of all policies, plans, and major decisions affecting the Business Enterprise Program for the Blind. Sets forth provisions for the composition of the Committee. Provides certain procedures for the resolution of disputes arising within the Program. Provides for the promulgation of regulations relating to the operation of this Act. Requires the Department to make regular surveys and reports on State property and vending facilities. Sets forth conditions and information to be contained in the surveys and reports. Preempts home rule powers. Repeals the Blind Persons Operating Vending Facilities Act. Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act to provide that personal property purchased from a blind vendor's vending facility licensed by the Department of Human Services under the Blind Vendors Act is exempt from the taxes imposed by those Acts and that these exemptions are not subject to the sunset provisions of those Acts.
Amends the Public Community College Act. Allows a board of trustees to provide or contract for residential housing for students and employees. In the Article concerning building programs, removes dormitories from the definition of "facilities". Effective immediately.
Amends the IMRF Article of the Illinois Pension Code. Prohibits a person convicted of a felony relating to or arising out of or in connection with his or her service as an employee who is an employee of more than one employer that participates in the Fund from receiving benefits based on any of his or her service as an employee for all employers that participate in the Fund. Provides that, if, as a result of the felony, the employee is ordered by the court to pay restitution to the employer, then (i) the employer may apply for a refund of employee contributions on the employee's behalf and (ii) pursuant to appropriate documentation from the employer and the court, the Fund shall pay to the employer all or a portion of the refund in a sum sufficient to satisfy the court-ordered restitution. Effective immediately.
