Amends the Vital Records Act. Provides that if a person requests a certified copy of a birth or death certificate and that certificate contains an error through no fault of the person requesting the certificate, a new certified copy of the certificate must be issued to the individual for no additional cost. Effective immediately.

Urges Congress to create a single common minimum wage for the United States of America that would provide adequate hourly income for all American workers.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for habilitative services, including, but not limited to occupational therapy, physical therapy, and speech therapy for children under the age of 19 with congenital or genetic defects existing at or from birth or with a defect acquired at a young age. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Public Community College Act. Provides that the board of trustees of any community college district that encompasses, in whole or in part, 8 or more counties may provide or contract for residential housing for students and employees of the community college district, provided that local property tax revenue is not used. In the Article concerning building programs, makes a related change to the definition of "facilities". Effective immediately.
Amends the Illinois Landscape Architecture Act of 1989. Replaces all references to "Director of Professional Regulation" with "Secretary of Financial and Professional Regulation", all references to "Department of Professional Regulation" with "Department of Financial and Professional Regulation", and all references to "registration" with "licensure" throughout the Act. Adds provisions concerning the application of the Act, the display of a license, a seal, and continuing education. Repeals a Section that exempts any person who engages in the practice of landscape architecture, but does not represent himself as or use the title of "landscape architect" or "registered landscape architect", from the Act. Makes other changes. Effective January 1, 2008.
Amends the Public Community College Act. Allows a board of trustees to provide or contract for residential housing for students and employees. In the Article concerning building programs, removes dormitories from the definition of "facilities". Effective immediately.
Amends the Counties Code. Provides that the county board may adopt a schedule of fees to mitigate the effects of stormwater runoff (instead of increased stormwater runoff resulting from new development). Provides that the county board shall provide for a credit or reduction in fees for certain stormwater facilities regardless of whether the developer was required to construct the facility. Provides that developers are exempt from the fees if the new development satisfied onsite retention or detention pursuant to any other local ordinance addressing erosion, sediment, or stormwater control and certain Illinois Environmental Protection Agency regulations at the time of the dedication of public infrastructure. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a valid Illinois Firearm Owner's Identification Card must be accepted by the Secretary of State as photo identification of an applicant for a driver's license or instruction permit.
Amends the School Code. Provides that for a teacher who is first employed as a full-time teacher by a school district (other than the Chicago school district), the probationary period shall be 4 school terms, whether consecutive or not (instead of 4 consecutive school terms), before the teacher enters upon contractual continued service. Makes a related change with respect to teachers employed in a program of a special education joint agreement. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Illinois Domestic Violence Act of 1986. Provides that any forms or materials prepared for persons not represented by counsel shall contain a prominent notice stating that false information stated in a sworn petition for a protective order is subject to a perjury prosecution.
