BE IT RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that the two Houses shall convene in Joint Session on Wednesday, February 18, 2026 at the hour of 12:00 o'clock noon for the purpose of hearing his Excellency Governor JB Pritzker present to the General Assembly his Budget Message for the Fiscal Year 2027, as required by Chapter 15, Section 20/50-5 of the Illinois Compiled Statutes.

Amends the Nursing Home Care Act and the Assisted Living and Shared Housing Act. Requires the Department of Public Health to hold semiannual joint training sessions for surveyors, nursing home providers, and assisted living establishment providers. Provides that the Department shall include the State long-term care ombudsman, or the State long-term care ombudsman's designee, and representatives of each nursing home provider association and assisted living provider association in the State in the planning process to create the topics and content of the joint training sessions as well as the coordination and presentations for the joint training sessions. Provides that, at least annually, a joint training session shall include, but not be limited to, regional citation patterns relating to complaints, standards, and outcomes in the nursing home and assisted living survey process. Requires the Department to develop standardized training for establishments to prevent common citations in the assisted living survey process.

Congratulates Leman Farms Inc. on being named the 2026 Family of the Year by the Illinois Pork Producers Association (IPPA). Thanks the Leman family and staff of Leman Farms for their continued hard work and dedication to the pork industry.

Provides that the Act may be referred to as the Health Care at Home Workforce Protection Act. Amends the Criminal Code of 2012. Provides for enhancement of assault or battery to aggravated assault or aggravated battery under certain circumstances if the person knows that the individual assaulted or battered is a health care at home provider or the health care at home provider's family or household members. Creates the offense of threatening a health care at home provider. Provides that a person commits the offense when: (1) that person knowingly delivers or conveys, directly or indirectly, to a health care at home provider by any means a communication containing a threat that would place that person or a member of his or her immediate family in reasonable apprehension of immediate or future bodily harm, sexual assault, confinement, or restraint; (2) at the time of the threat, the person knows or should have known that the victim is a health care at home provider or is an immediate family member of a health care at home provider; (3) the threat was conveyed because of an action taken by the health care at home provider acting in his or her employment or volunteer capacity or because of the victim's professional or employment status; (4) there is no consent by the person threatened; and (5) the threat contains specific facts indicative of a unique threat to the health care at home provider or his or her immediate family and not a generalized threat of harm. Provides that threatening a health care at home provider is a Class 4 felony for a first offense and a Class 3 felony for a second or subsequent offense. Defines "health care at home provider".

Urges the Illinois Department of Human Services and the Pritzker Administration to delay cuts to Direct Service Professional (DSP) service hours set to begin January 1,2026, until such time as the State is prepared to implement the "Zero Hour" Staffing Model, to protect the services depended on by individuals with intellectual and developmental disabilities (I/DD).

Amends the Property Tax Code. In provisions concerning appointed boards of review in counties under township organization with less than 3,000,000 inhabitants, provides that 3 citizens of the State shall comprise the board of review (currently, 3 citizens of the county). Effective immediately.

Condemns the acts of excessive and deadly force deployed by federal agents of Immigration and Customs Enforcement (ICE), Customs and Border Patrol, Homeland Security Investigations, and others operating under the direction of President Donald J. Trump and Department of Homeland Security Secretary Kristi Noem. Calls for a fully independent investigation into all Department of Homeland Security-involved shootings, killings, and deaths in custody. Calls for the appointment of an independent counsel to prosecute agents, administrators, and political appointees found to have committed, directed, or covered up these acts of violence. Calls for the immediate resignation of Secretary Kristi Noem and calls for her immediate impeachment if she refuses to resign.

Condemns President Donald Trump's effort to freeze funds for affordable childcare. Calls for the immediate release of all congressionally appropriated childcare funds.
