Amends the Illinois Income Tax Act. Authorizes a credit of $5,000 to an individual taxpayer who is a qualified rural physician practicing in a designated shortage area and serving at least 200 Medicaid patients at a rural health clinic. Effective immediately.

Amends the Freedom of Information Act. In the Act's intent provisions, removes references to the lower priority of a public body's financial obligations when considering requests. Provides that the 5-business day deadline by which a public body must act upon a records request is calculated in accordance with the Statute on Statutes and, with respect to School Code entities, certain provisions of the School Code relating to non-pupil attendance days. Permits a public body to seek review of a binding opinion of the Public Access Counselor in the county where the body's principal office is located (now, Cook County or Sangamon County). With respect to the disclosure exemption for personal information, removes the balancing test with respect to an unwarranted invasion of privacy. Exempts from disclosure evaluations and performance assessments of certified and non-certified school district employees, employment applications, and applications for appointments to fill vacancies in public offices. Requires (now, permits) a review when a public body seeks an advisory opinion from the Public Access Counselor. Provides for the effects of a public body seeking a binding written opinion of the Public Access Counselor. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning school elections.
With respect to the Report on Waiver of School Code Mandates filed by the State Board of Education, (i) denies an appeal of an administrative rule waiver request made by Elgin SD 46 - Kane with respect to transitional bilingual education that was denied by the State Board of Education, (ii) partially disapproves school district requests for waivers relating to the behind-the-wheel instruction portion of driver education, and (iii) approves the waiver request made by Palatine CCSD 15 - Cook with respect to physical education.
Appropriates $186,157.76 from the IMSA Income Fund to the Illinois Mathematics and Science Academy for the support of the Academy. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Creates the Local Government Construction Contract Bidders Act. Requires bidders on construction contracts with units of local government and school districts to comply with applicable laws, comply with applicable provisions of the Prevailing Wage Act, comply with federal equal employment opportunities laws, have a valid FEIN or SSN, have valid insurance certificates, and participate in apprenticeship and training programs. Imposes monetary penalties for violation.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Voluntary Health Services Plans Act, and the Public Aid Code to provide coverage for diagnostic testing for cardiovascular disease if the diagnostic testing is ordered by a physician licensed pursuant to the Medical Practice Act of 1987. Effective immediately.
Amends the Downstate Police Article of the Illinois Pension Code. Excludes from participation under the Downstate Police Article a person who has entered into a personal services contract to perform police duties for the Village of Bartonville on or before the effective date of the amendatory Act and who may be appointed as an officer in the Village of Bartonville within 6 months after the effective date of the amendatory Act. Amends the IMRF Article of the Illinois Pension Code to provide that such an officer does not forfeit certain early retirement incentives. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
