Amends the Nursing Home Care Act. Provides that if (i) a facility requests informal dispute resolution with respect to a complaint of a violation of the Act or a rule adopted under the Act and (ii) the Department of Public Health determines that a violation in fact occurred, then the Department must give written notice of its determination to the facility. Provides that the notice must include citations of the specific law, rule, regulation, evidence, and reasoning underlying the Department's determination. Provides that the notice must also include a detailed explanation, with the citation of specific evidence or arguments presented by the facility, of the reason or reasons why the Department determined that the evidence or arguments were insufficient to refute the complaint.

Amends the Code of Civil Procedure. Adds to the mortgage foreclosure provisions a definition of "abandoned residential property". Provides requirement and procedures for an expedited judgment and sale of abandoned residential property. Provides that the period of redemption ends for abandoned residential property on the date of the judgment confirming the judicial sale. Makes other changes. Effective immediately.
Amends the Nursing Home Care Act. Provides that every individual employed as a surveyor after the effective date of the amendatory Act shall serve a probationary period until he or she receives 24 hours of classroom training using a curriculum set forth in administration rules and answers correctly all questions on a written exam. Sets forth requirements for the probationary period. Provides that every surveyor must participate in at least 20 hours of in-service training each calendar year. Provides that every surveyor in the employment of the Department of Public Health shall be retrained using the new employee curriculum between January 1, 2013 and January 1, 2014. Effective immediately.
Amends the Fire Sprinkler Contractor Licensing Act. Provides that a municipality, county, or township may not mandate that a fire sprinkler systems is installed in any newly constructed single-family residence. Provides that a municipality, county, or township shall mandate that a residential home builder must offer to each of the residential home builder's clients the option to install a fire sprinkler system in the newly constructed single-family residence. Pre-empts home rule.
Amends the Nursing Home Care Act. Provides that when the Department of Public Health receives a complaint of a violation of the Act or the Department's rules, the Department shall require (instead of request) information identifying the complainant, and requires that the identifying information include the complainant's relationship to the facility. Provides that if the Department has a good faith belief, based on information that comes to its attention, that a complaint is frivolous, intended to harass, or intended to defraud the Department, the Department shall (i) impose on the complainant a civil monetary penalty in the amount of $125 and (ii) include the complainant's name on a list of violators published quarterly. Also provides that if the complainant is licensed or certified by the Department or by the Department of Financial and Professional Regulation, then, subject to the requirements of the Department's Health Care Worker Registry, the Department shall forward the complainant's name to the appropriate agency for further action. Effective January 1, 2013.
Creates the Family and Personal Protection Act. Permits the county sheriff to issue permits to carry concealed firearms to persons at least 21 years of age who meet certain requirements. Requires an applicant for a permit to have completed specified training requirements developed by the Illinois Law Enforcement Training Standards Board consisting of classroom instruction and live firing exercises. Preempts home rule. Amends the Illinois Police Training Act and the Criminal Code of 1961 to make conforming changes. Effective immediately.
Amends the Wildlife Code. Provides that the open season for deer hunting shall be extended to 21 days (from 14 days). Provides that a minimum of 3 days of the open season shall fall between December 25th and December 31st.
Amends the Elevator Safety and Regulation Act. Provides that a certificate of operation is renewable every 4 years (instead of every 3 years) for a conveyance that meets certain specifications including conveyances that are used primarily for a fraternal or veterans' organizations or that is in a facility owned or operated by a not-for-profit organization. Effective January 1, 2013.
Amends the Public Utilities Act. Makes a technical change in a Section concerning delivery services implementation plans.
Amends the Election Code. Specifies that the area on polling place property beyond the campaign free zone that qualifies as a public forum includes immediately adjacent sidewalks and parkways.
